Description
(i) This is a combined synopsis/solicitation number F44600-02-T-0083 issued on Sep 10, 2002 for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov/. (ii) Solicitation F44600-02-T-0083 is issued as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. (iii) The solicitation document and FAR incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-01 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20011206. The Nonappropriated Fund Instrumentality (NAFI) General Provisions; Special Provisions; and the Representations, Certifications and Other Statements of Offerors or Quoters are included with this solicitation as an attachment. (iv) This acquisition is Unrestricted. (v) The 1st Contracting Squadron has a requirement for Barber Service at the Officers' Open Mess at Langley Air Force Base (AFB), Virginia 23665. The contract is for Nonpersonal Services to provide Management and Professional Barber Service to Langley AFB Officers' Open Mess. The service shall include but not be limited to all phases of management, hair cutting, trimming and styling hair for all authorized patrons. The contract will be for one (1) base year and four (4)-option years, subject to written agreement between the Contractor and the 1st Contracting Office. The Contractor is responsible to provide services for a two (2), chair shop for five and one half days (51/2) per week. Service hours are Monday through Friday, 0830 to 1730 and Saturday 0900 to 1300 hours. The Monthly estimated work volume for each barber is 176 customers per week. The total yearly revenue for each of the last two years is as follows: 2000 = $47,473.00, and 2001 = $49,243.00. The Officers' Club management sets the prices with concurrence from the NAF Council. (vi) The following contract line items are applicable to this solicitation: CLIN 0001 Concessionaire Contract to provide Barber Services for the period of 12 November 2002 through 11 November 2003. The Governments Qualifications for the Barber Shop personal and management are included in the Statement of Work attached to this solicitation. CLIN 0002 Option Year 1 - Period of performance 12 November 2003 through 11 November 2004, CLIN 0003 Option Year 2 - Period of performance 12 November 2004 through 11 November 2005, CLIN 0004 Option Year 3 - Period of performance 12 November 2005 through 11 November 2006, CLIN 0005 Option Year 4 - Period of performance 12 November 2006 through 11 November 2007. The Contracting Officer has the option of exercising each option period or canceling the contract. The final option year ends 12 November 2007. Yearly options are subject to FAR Clause 52.217-9 Option to Extend the Term of the Contract. In addition, FAR Clause 52.217-8, Option to Extend Services is applicable. The Contracting Officer will provide the notices stated in Clauses 52.217-8 and 52.217-9. Exercising options is a unilateral right of the Government. (vii) Delivery: Base delivery period shall start by no later than 12 November 2002 until 11 November 2003 with each option year starting on 12 Nov and ending 11 Nov until 2007 when the contract is completed. Place of delivery for acceptance and FOB point will be 128 Benedict Avenue, Langley AFB, VA 23665. (viii) The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors--Commercial Items (OCT 2000), is hereby tailored for this solicitation. Full text of the tailored clause is included in Attachment 1 to this solicitation. FAR clause 52.212-1 is tailored to read wherever the word price is used "percentage of total barber shop concession income" is substituted in lieu thereof. (ix) Solicitation provision at FAR 52.212-2, Evaluation Commercial Items (JAN 1999), is hereby tailored for this solicitation. Full text of the tailored clause is included in Attachment 1 to this solicitation. Evaluation Commercial Items (JAN 1999) (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, percentage of fee factor considered. The evaluation factor which shall be used to evaluate offers: Contractor offering the Best Value to the Government using the evaluation factors stated in FAR 52.212-2, Evaluation Commercial Clauses in Attachment One. Payment to the NAFI will be due at the end of the business day on the last day of the month, to the on duty Officers Club Manager. (x) Offerors are reminded to include a completed copy of the Nonappropriated Representations, Certifications, and other Statements of Offerors or Quoters (JUNE 2001) with his/her offer. (xi) Concessionaire Contract is applicable to this acquisition. (xii) NAF General Provisions (JUNE 2001) are applicable to this acquisition. The list of FAR clauses incorporated by reference, which applies to this solicitation, and any resultant contract is attached to the NAF General Provisions. The Special Provisions follow the list of FAR clauses. Wherever the word Government is used NAFI is substituted in lieu thereof. NOTE: FAR Clause No. 43 52.243-1 Computer Generated Forms is corrected to read 52.253-1. (xiii) Additional Contract Terms and Conditions applicable to this procurement are attached to the NAF General Provisions. (xiv) The Defense Priorities and Allocation Systems (DPAS) assigned rating for this procurement is unrated. (xv) There are no numbered notes applicable. (xvi) This announcement will close and quotes are due by 2:00 PM (EST) 25 September 2002. All Offers must be on company letter head, Signed and dated to include Contractor Qualifications, Copies of Virginia State Barber Licenses and other Qualifications and Certificates, Customer References. No more than 5, Proof of Management Experience, Representations and Certifications and the Offer of Percentage of Monthly Sales for the five (5) year contract period, must be submitted to 1st Contracting Squadron/LGCB, Attn: Stanford Williams, 74 Nealy Avenue, Suite 100, Langley AFB, VA 23665-2088.
