Description
The following is an announcement for a combined synopsis / solicitati= on for commercial items. The United States Bureau of Reclamation, Pacific N= orthwest Region,1150 N Curtis Rd, Boise, ID 83706-1234, has a requirement f= or non-metallic trash racks for the Boise Diversion Dam, Boise, Idaho. The = complete solicitation with clauses, specifications and three drawings is av= ailable as Request for Quotations 02SQ110017 available on the internet at h= ttp://ideasec.nbc.gov/. This requirement is a 100 percent set-aside for sma= ll business. The North American Industry Classification System (NAICS) code= for this requirement is 326199, All Other Plastics Product Manufacturing, = and the small business size standard is 500 employees. Specifications for n= on-metallic trash racks, Boise Diversion Dam powerplant: 1.0. GENERAL - a= ) Scope of work -- The Contractor shall fabricate and deliver twelve non-me= tallic trash rack panels for the Boise Diversion Dam Powerplant. The Contra= ctor shall meet all the requirements of this specification, industry standa= rds, and details as shown on Drawing No.1 (1751-100-89). Final assembly sha= ll be performed by the Government. The Government will also provide hardwar= e that will allow attachment of the racks to the existing vertical supports= . b) Location -- The Contractor shall ship all trash rack components unasse= mbled to the job warehouse site. The address is 6898 S Supply Way, Boise, I= daho, 83716-5588. The warehouse is not always manned, so delivery notificat= ion is required. Please call (208) 344-1918 to make arrangements. Deliver= y hours are 7:00 am to 3:30 pm Monday through Friday. c) Design requirement= s -- Twelve panels shall be supplied which meet the following criteria: Ea= ch panel shall be 15-feet 7-3/8-inches in length by 3-feet 5-13/16-inches i= n width as shown on Drawing No. 1 (1751-100-89). This will conform to the i= ntake structure shown on reference drawings, Drawing No. 2 (13-267) and No.= 3 (13-268), which shows the trash rack forebay. As can be seen in Drawing = No.2, each trashrack panel will be supported at the top, middle, and bottom= by the existing intake structure. Under these support conditions the tras= h rack system shall be designed to be structurally adequate to withstand no= rmal current and debris impact under a flow condition of 2.5 feet/sec. The = 4-inch by =BD-inch nonmetallic trash rack bars shall be spaced at 1-=BD-inc= h clear openings between the bars with Extra High Molecular Weight (EHMW) s= pacers. They shall be joined with pultruded fiberglass rods. The assembly = shall be held together by nylon nuts on the ends of the pultruded rods. d) = Quality assurance -- A qualified manufacturer shall furnish the material in= these specifications. The manufacturer must have engaged in the manufactur= e of this equipment for a period of not less than 5 years. A submittal veri= fying compliance is required. e) Materials --The trash rack panels shall be= manufactured by Hydrothane Systems, 1955 Corporate Park Drive, Pembroke, M= A 02359, 781-829-6777, or approved equal. The vertical bars shall be made o= f polyethylene formed by an extrusion process into a hydrodynamic flow impr= oving shape. The horizontal tie rods shall be 1-1/4-inch diameter pultruded= fiberglass. The spacers between the vertical bars shall be of molded polye= thylene and the nuts on the pultruded rods shall be molded nylon. No steel = components shall be used in the bar rack assembly. The materials, as speci= fied below, will resist corrosion, adhesion of frazil and anchor ice, zebra= mussels and all marine growth. Materials used for the basic components sha= ll be virgin stock and free from all defects and imperfections. The bars an= d spacers shall be of Extra High Molecular Weight High Density (EHMW-HD) po= lyethylene, made by profile extrusion to assure uniformly rounded edges and= shapes. Machining of product surfaces will not be allowed. The polyethylen= e shall be manufactured to incorporate antioxidants and be resistant to UV = radiation and petroleum for at least 30 years. UV inhibitors shall consist = of 1 to 2% carbon black. Polyethylene shall have a minimum elongation @ bre= ak of 350% as determined by ASTM D638. Material Properties -- The following= properties shall apply: Property ASTM Method = Minimum Density @ 23C D792 = 0.941 g/cc Hardness Rockwell R D785 = 64R Ult. Tensile Str. @ 50mm/min D638 = 44.13 Mpa (6.4 ksi) Tensile Yld. Str. @ 50mm/min D638 = 23.44 Mpa (3.4 ksi) Tensile Yld.
