Description
The Naval Air Systems Command is seeking comments on a Statement of Work (SOW) and the acquisition approach for paper designs pertaining to Joint Data Acquisition Network Standards (JDANS). JDANS is in the process of adopting/modifying a commercial interface standard for use between test instrumentation nodes on a test vehicle. This interface standard will become a Range Commanders Council (RCC) standard and will be used by the tri-service instrumentation community (or others) for building vehicle based networked data systems with interoperable hardware/software, compatible data structures, while easily inserting new technologies, all at an affordable price. JDANS program information can be found at http://jdans.navair.navy.mil. An open JDANS technical exchange meeting is being held on 17-Sep-02 in Chicago. Meeting information can be found on the website. JDANS is planning a multiple award white paper research/design contract to investigate network technology areas in support of adopting/adapting network-based interface standards for vehicle-based Test & Evaluation. JDANS is soliciting overall comments on the SOW and contract approach. In particular JDANS is looking for comments on appropriate wording and possible additional (or different) technology research areas as described in SOW 3.1. JDANS is also requesting inputs on pricing the base contract awards (SOW 3.1) and the associated options (SOW 3.2). The anticipated contract will include multiple base awards (across research areas as well as within a given research area). Each award will have multiple contract options available to further research the topic, model the research, and/or demo the research. This is not a request for competitive proposals. The base contract award is anticipated for the November 2002 time frame. A formal solicitation may not necessarily result from any or all research areas identified in this Request for Information (RFI). However, information received as a result of our market survey activities may be reflected in a formal solicitation. The Government will not pay for any information received in response to the RFI; nor will the Government compensate a respondent for any cost incurred in developing the information provided. Reponses to this RFI may include one or more of the following: (1) Comments/suggestions on the SOW and overall contract approach (2) Comments on technology research areas as identified and described in the SOW 3.1 or how the technology areas should be grouped or identified (3) A rough order of magniture (ROM) cost for the base contract awards and their associated options. It is understood that this ROM has an accuracy of +/-30% and will only be used for budgetary purposes.
