Description
The Naval Warfare Center Weapons Division, Point Mugu, CA intends to procure on a competitive basis Flight Termination Receivers (FTRs), incidental Engineering and Technical Support Services for FTRs, incidental Repair Services for FTRs, incidental Retune Services for FTRs and FTR related Technical Data. The FTRs, Services and Technical Data shall be in accordance with NAWCWD Performance Specification, Statement of Work and CDRLs. It is anticipated that this requirement will be awarded during the period 01 DEC 02 through 30 MAR 03. It is planned to award an Indefinite Delivery Indefinite Quantity (IDIQ) type of contract with Delivery Order 0001 being issued concurrent with award. Delivery 0001 will meet the contract's minimum order requirement. Delivery Orders will be issued over a six-year period with an initial order and five additional ordering periods of one-year duration. Pricing of the FTR units and Technical Data shall be on a fixed price basis and pricing of the Engineering and Technical Support Services, Repair Services and Retune Services shall be on a time and material basis. The R2540(V)/DRW(A) is a flight termination receiver that operates over a frequency range of 406 to 450 MHz. The primary operating frequencies of interest are 423.0, 425.0, 428.0 and 448.0 MHz with preset tone sequences as defined in the NAWCWD Performance Specification. The FTR is intended for use in full scale and sub-scale targets, supersonic and subsonic targets. The FTR is capable of accepting an input signal that is frequency modulated up to six Range Commanders Council (RCC) standard IRIG tones at frequency range from 7.5 KHz to 75 KHz simultaneously. The combination of three tones in sequence will provide four command outputs for flight termination function and the other three tones are decoded to provide an audio output for command and control of the target. The FTR shall be manufactured and qualified in accordance with the Flight Termination Systems Commonality Standard RCC Document and NAWCWD Performance Specification and Statement of Work. The FTR shall be compatible with the Range Safety Transmitting Systems RCC Document. The total weight of the FTR shall no be greater than 5.2 ounces. Contract award will be on a First Article Required basis. Delivery Order 0001 will be for 4 each First Article FTR units, 1 lot First Article Testing and 1 lot First Article Related Technical Data. The four First Article FTR units shall be built and successfully complete First Article Testing within 365 days after issuance of delivery order. Delivery of Technical Data shall be in accordance with the basic Contract's CDRLs. Delivery of the First Article FTR units shall be within 15 days after approval of the Configuration Audit Summary Report. Total IDIQ contract quantities are 1000 each IDIQ FTR Production units, 6 lots IDIQ FTR Technical Data, 5 lots IDIQ FTR Engineering and Technical Support Services, 5 lots IDIQ FTR Repair Services and 5 lots IDIQ FTR Retune Services. Delivery of all FTR units shall be FOB destination to Naval Base Ventura County, Point Mugu, CA. Delivery of IDIQ FTR Production units shall be at a rate of 15 units per month to commence no later than 180 days after issuance of Delivery Order or within 30 days after completion of the delivery of all units ordered by prior Delivery Orders. Deliver IDIQ FTR Technical Data as specified by the basic Contract's CDRL. The period of performance for the IDIQ FTR Engineering and Technical Support Services, Repair Services and Retune Services shall be as specified in individual Delivery/Task Orders. The solicitation will be released on or about 1 OCT 02 and will be available through the 2.0 Contract Competency home page at https://contracts.nawcwd.navy.mil/rfp-nawc.htm. Some portions of the RFP are not available electronically. It is the offeror's responsibility to contact the Government Representative cited in the RFP (and listed below) to obtain copies of those portions of the RFP that are not available electronically. These documents will be provided on a Compact Disk (CD) that will be mailed to all potential offerors concurrent with the posting of the solicitation to the 2.0 Contract Competency homepage. To request the documents on the CD, submit the request via email to kilbybe@navair.navy.mil with the following information: company name, point of contact, mailing address, e-mail address of POC and company's CAGE code.
