Description
The Federal Law Enforcement Training Center has an established requirement for a high speed offshore pursuit boat. This is a combined synopsis, Request for Quotation (RFQ) as per FAR Part 12 and FAR Part 13. No other RFQ will be issued. The quantity is 1 each. VESSEL SPECIFICATIONS FOR LAW ENFORCEMENT OFFSHORE FAST PURSUIT TRAINING VESSEL. Vessel will be used in ?realistic? training exercises. MAXIMUM LENGTH OVERALL: 35?; MINIMUM BEAM: 10?; MAXIMUM DRAFT: 24?; HULL DESIGN: Deep ?V? with minimum 25.5 degree dead-rise; MINIMUM FUEL CAPACITY: 350 Gallons; MAXIMUM HORSEPOWER RATING: 750 hp; POWER: Pre-rigged for twin 250 HP mercury counter rotating outboard engines. HULL DESIGN/CONSTRUCTION REQUIREMENTS: This vessel will need to be manufactured primarily from fiberglass reinforced plastic (RFP) commonly known as fiberglass. The hull must be manufactured using the Baltic-coring system process. The method uses Baltic material laminated with hand laid constructed 3610 biaxial and triaxial multi-directional fiberglass. The process should incorporate the use of Vinyiester resin in the entire hull and upper deck. The process must provide a superior strength to weight ratio. The vessel must not employ wood construction in the upper deck. The longitudinal stringers should be made of Divinycell or Klegecell foam coring, with fiberglass laminates bonding it to the hull itself. Hull manufacturing method using wooden stringers, which is foam encapsulated is acceptable. The stringers must be manufactured in a manner to be reinforced with ? marine grade plywood and bonded to the hull. The stringers must be fully bonded to the hull not merely ?tacked? with cloth in places. The stringers should be tied into the stern of the vessel and bonded to the hull. The hull will have a deep ?V? design that incorporates a reverse radius chine to provide the safest and most comfortable ride in rough sea conditions. The vessel must be capable of extensive offshore use under adverse weather conditions. The vessel is to be equipped with a climate controlled full size forward cabin. This allows for equipment storage and protection from adverse weather for students and staff. The cabin must include a stand-up head and shower for extended operations. This vessel must have a full transom with transom door and incorporating a dive platform as an integral part of the vessel. This feature may not be an ?add on? type bracket or platform. The cockpit and decks must be self-bailing to allow water that enters the desk to gravity-drain overboard. All thru-hull fittings and drains must be chrome on bronze or stainless steel. In addition, bronze or stainless steel fasteners must be used throughout the construction process. The rub rail covering the hull/deck joint must be of heavy-duty design to ensure durability. THE FOLLOWING EQUIPMENT MUST BE INCLUDED ON THE VESSEL: (1) Non-skid deck and cockpit. (2) Anchor and bow line storage locker. (3) Below deck dry storage lockers with cover gaskets. (4) Cabin hatch door allowing fore deck access. (5) Florescent cockpit lighting. (6) Hydraulic steering. (7) Trim tabs using Kiekhaefer pumps and hydraulic rams. (8) Cabin lighting. (9) International Navigational lighting. (10) Shore power (AC) including battery charger and power cord. (11) AC circuit breakers. (12) Cabin air/heat unit with minimum BUT rating of 7,000. (13) Three batteries and switches. (14) Four berthing areas. (15) Aft side console layout. (16) 40-gallon fresh water system. (17) 24? tall wrap around windshield. (18) All waterproof switches and breaker panels w/lights. (19) Two 2000-gallon-per-hour (GPH) bilge pumps on auto switches. (20) Grab rail on bow 24? high and 9? long, designed to allow students to walk on the outside of the rail around the bow while holding onto the rail. (21) Lilly brand light gray Gel-coat #5-E6 (deck/hull/interior). (22) Fixed top w/webion material minimum dimensions 11? x 9? with complete curtain enclosure. (23) Two florescent D/C lights mounted to underside of top. (24) Four speader lights (two stern, one port, one starboard). (25) Self-draining floor in cabin. (26) Hydraulic deck lift for access to under console. (27) Ladder built on rear port and starboard sides at rear of top as part of the top structure. (28) Aluminum radar pad on top. (29) Auminum blue light pad on top. (30) Aluminum pads for GPS and antennas mounting on top. (31) Armstrong floating stainless boarding ladder. (32) 2nd hydraulic steering cylinder for twin engine installation. (33) High speed compass. (34) Duel bolster. (35) Thru-hull transducer. DELIVERY: Boat must be delivered to the Federal Law Enforcement Training Center, Driver and Marine Division, Brunswick, GA 31524, within 90 days after receipt of order unless the quote specifies a longer delivery time. RFQ incorporates FAR Clauses 52.212-1, Instructions to Offerors ? Commercial Items, hereby incorporated by reference. 52.212-3, Offeror Representations and Certifications ? Commercial Items, must be included with the quotation. 52.212-4, Contract Terms and Conditions ? Commercial Items, is hereby incorporated by reference. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, is hereby incorporate by reference. The following paragraphs apply to this RFQ and any resultant order: (b)(1), (b)(2), (b)(5), (b)(7), (b)(11), (b)(12), (b)(13), (b)(14), (b)(16), (b)(21), and (b)(24). A firm fixed-price order will be awarded. Signed and dated offers must be submitted to the Federal Law Enforcement Training Center, ATTN: C. Doster, Procurement ? Bldg 93, Brunswick, GA 31524 on or before September 16, 2002 at 12:00 noon EST.
