Description
NAICS Code: 541620 The United States Environmental Protection Agency (US EPA) intends to award a sole source, fixed price purchase order to Ardea Consulting, Inc. for "MAPS Data Evaluation & the Impact of Pesticides on Bird Populations". Work under this action shall involve: (1) data research & analysis (2) hypothesis development/statistical testing, and (3) formal reporting to the EPA. This purchase order shall supplement work performed under the following Solicitation Number: RFQ-DC-02-00102, posted March 11, 2002. In general, this consists of analytical research necessary to characterize the biological relationship between pesticide use changes and bird populations, and will be used by the EPA to support past studies and investigate the sensitivity of changes in pesticide use on bird populations and/or bio diversity leading to the improvement of outcome measures or ecological indicators. Ardea Consulting, Inc. is a unique source of information on this specialized subject. Developing alternate sources would incur costs exceeding the benefits of competition. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
