- This Amendment 2 to solicitation SOL-02-0830 provides the following: 1) Weights for the existing Evaluation Criteria, 2) an additional MANDATORY Evaluation Criteria, and 3) a Summary Statement of this Content Management System (CMS) requirement. Please refer to the initial synopsis and the eight evaluation criteria listed. The weighting is as follows: 1) Functionality - 25 points; 2) Design - 10 points; 3) Multilingual Capabilities 10 points; 4) Technical I - 10 points; 5) Technical II - 10 points; 6) Administration and Security - 5 points; 7) Technical documentation and Support - 5 points; 8) Intranet Web Site Performance - 25 points. Additional MANDATORY requirement (in addition to evaluation criteria #8): The proposed Content Management System solution must be based on Macromedia ColdFusion Application Server 5.X or ColdFusion Application Server MX and Microsoft SQL Server 2000. Summary of this CMS requirement: The ideal solution will be an out-of-the-box product (an existing shrink-wrapped COTS product) that requires a minimum amount of customization by the vendor in order to meet IBB's requirements. The final product, when delivered, shall provide IBB complete access to the source code, or must provide access to the source functions through the use of an API (application programming interface). IBB will have complete license to modify the source code for IBB's own purposes i.e. future modifications to the function or capability of the system. IBB is not seeking a per-seat licensing model. The number of users provided in the Question and Answers posted in Amendment 1 were for offerors to have an idea of the loads the system will be subjected to, not for pricing information. The Q&A's provided in Amendment 1 were for information only, and do not change the Statement of Work or any aspect of this CMS requirement.
