- SUBJECT: COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTED SOLICITATION WILL NOT BE ISSUED. Responses shall reference :Request for Quotations? No. DE-RQ26-02NT20950. This acquisition is being set aside for small business, small disadvantaged business, hubzone, or 8(a) business. The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following: A. Scope Of Work This statement of work (SOW) is for a Computerized Maintenance Management System (CMMS) software package that is intended to replace the current CMMS software for the National Energy Technology Laboratory (NETL). For the purposes of this SOW, NETL is comprised of NETL related sites and facilities. B. Requirement Narrative This SOW is for only a CMMS product component. However, additional consideration will be given to product suites that have the capability to integrate add-on component elements within the suite, such as: Managing vehicle fleets, inventory, assets, safety, and projects. Further consideration will be given to those suites that require no customization to integrate these elements with the base CMMS. Identify the proposed CMMS software vendor customer base to include federal government agencies and commercial entities to identify the degree to which this software is utilized relating to its breadth, scope and complexity. Provide brief timeline of the proposed software to represent the level of product maturity. Additionally, provide a brief description of the company history as it relates to the proposed product. A Work Order component shall provide the ability to identify, describe, and classify problems while initiating work requests. Work requests need to be generated for any type of work required including service, emergency repairs, After-the-Fact, project work, Preventive Maintenance, etc. Workflow processes should have the ability to be assigned and routed for approval electronically and notifications sent via e-mail. Once a work request has been generated, the work order component shall provide planned work, a review capability, and duplicate work request detection. Engineering change notice control may be applied during the work planning process. Equipment data may also be analyzed prior to work package development. When the review is complete, work package development is executed. Provide the ability to perform approval routing in order to review estimated costs. Work order scheduling functions may also be performed from the work order component or may be imported from an integrated scheduling system. When the work is complete, provide the ability to compare estimated and actual costs; identify and analyze repair information along with lessons learned; update costs and post all related labor and material information; and archive historical equipment repair information. The proposed Preventive Maintenance suite shall provide the ability to develop work packages and establish approval routing for work planners. A list of equipment to be worked on or inspected shall be defined. The system shall establish preventive maintenance performance frequencies including; seasonal; specific calendar dates; high/low performance values; consideration for outages and plant down days and weekends and other frequencies defined by the maintenance management organization. Multiple preventive maintenance performance triggers shall also be defined. The preventive maintenance software module shall enable the maintenance organization to fine tune preventive maintenance tasks by analyzing task performance. The system shall also provide extensive forecasting information including dates needed, labor requirements, material, tools, etc. The CMMS software shall provide the ability to quickly match the critical workforce assets for the required work on the critical equipment and/or location assets. A scheduler component shall provide planners the ability to determine the current work order backlog and upcoming preventive/predictive maintenance routines. The system shall also provide the ability to print schedules and review schedule compliance for completed work. For all implementation or migration consulting services, vendor shall provide individual(s) with a full knowledge of the product, infrastructure requirements, and database migration. The individual(s) shall have experience commensurate with the scope and complexity associated with a migration at a DOE national laboratory. C. DELIVERY: FOB Destination is required (all freight included). FAR 52.212-1 Instructions to Offers - Commercial Items (AUG 1998) is incorporated by reference and applies to this acquisition. Within FAR 52,212-1 an reference to ?offer? is changed to read as ?quote?. The provisions at 52.212-2 Evaluation ? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The offeror shall provide backup information to support the quoted prices (e.g. a copy of current catalog or established price list, etc.). all Offerors will need to include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification ? Commercial Items with the offer. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition.
