- Description
- The National Cancer Institute (NCI), Experimental Transplantation and Immunology Branch, plans to procure a complete Luminex 100- Multi-Analyte System (catalog number P33200) and Master Plex QT Main License (catalog number P33010-101). This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This solicitation includes applicable provisions and clauses in effect through FAR FAC 2001-09. The acquisition is being made in accordance with FAR 13. The solicitation is set aside for small businesses. The North American Industry Classification code is 421450, and the business size standard is 100 employees. ETIB requires the Luminex for the analysis of multiplex cytokine assay. The Luminex system provides rapid analysis of multiple cytokine in a minimal volume. This technology has broad application for both the basic science and clinical research, which the laboratory is currently engaged in. Minimum Requirements: 1) contractor must provide complete system hardware; 2) two-day training; 3) computer, monitor, calibration beads, sheath fluid, sheath fluid container, waste container, Luminex XYP plate handler and; 4) Master Plex QT main license. EVALUATION: One award is anticipated from this solicitation. Offerors must propose on the entire requirement. The technical quotation will receive paramount consideration in the selection of the Contractor for this acquisition. The following technical evaluation criteria will be used by the Government when reviewing the technical portion of the quotation. The criteria below are listed in order of relative importance with weights assigned for evaluation purposes: 1) Ability to provide an multi-analyte machine that can assist the NCI researcher in evaluation of simultaneous cytokine production in culturing system and/or transplantation/immune manipulation of human (patients on protocol receiving Th2 polarized T cells) and mouse (undergoing adoptive transfer of polarized T cell population) (25 points); 2) The multi-analyte machine that allows up to 100 different cytokine analysis through differential bead coupling and commercial array kits (25 points); 3) The multi-analyte system shall provide easy to use instrumentation (including analytical software for generated data analysis, sheath fluid delivery, xy platform/sheath delivery for automation and calibration microspheres) and adequate information for the proper operation of instruments (25 points); 4) Contractor shall provide onsite installation and training for users either onsite or at an easily reached location within 60 days of delivery and product support and; 5) Cost. Low cost, most technically acceptable contractor. MANDATORY INFORMATION: Offers must be submitted on an SF1449. Quotes must be accompanied by a completed REPRESENTATION AND INSTRUCTIONS, Instructions to Offerors, REPRESENTATIONS, CERTIFICATION, AND OTHER STATEMENTS OF OFFERORS OR QUOTERS (SIMPLIFIED ACQUISITIONS), signed by an authorized representative of the offeror. In addition to the price quotation, Offerors must submit a technical quotation plus descriptive literature, warranties, and/or other material that demonstrate that their offer meets all of the foregoing basic and optional requirements. This solicitation incorporates the provisions at FAR 52.213-4 TERMS AND CONDITIONS-SIMPLIFIED ACQUISITIONS (Other Than Commercial Items) (July 2002). Technical and price quotations along with a completed Representations and Certifications-Simplified Acquisitions must be received in the contracting office by no later than 1:00 PM EDT (local Washington DC time) on September 19, 2002.
