Description
This modification to the notice published on June 25, 2002 to RFP 31101-0017 revises the description for services, estimated solicitation issue date and estimated due date for receipt of proposals. The Federal Bureau of Prisons, Southeast Regional Office is soliciting, under a full and open competition for Proposals (RFP)308031-0183, for the provision of Comprehensive Hospital Services for the Federal Correctional Institution located at Federal Bureau of Prisons, 3625 FCI Road, Marianna, Florida 32446. Provision of Comprehensive Hospital Services will be on a ?performance based? approach with the required output to be performed by the contractor. Output#1: Provide community-based and institution-based physician services which conform to community standards and all local, state and federal laws and regulations applicable to the delivery of health care to members of the general public. Outpatient institution-based services will include provisions for cardiology, orthopedic, ophthalmologist, ob/gyn, optometrist, urologist, general surgeon, internal medicine and radiologist services. Output #2: Provide inpatient and outpatient facility services which conform to community standards and all local, state and federal laws and regulations applicable to the delivery of health care to members of the general public. Output #3: Provide a system of centralized billing whereby the Bureau receives one billing for all contract services related to an inpatient admission or outpatient encounter. Output #4: Manage medical record information in a manner which promotes continuity of care while observing restrictions on the release of information. Output #5: Maintain open avenues of communication, facilitating the exchange of information between the contract physician, contract facility and the Government regarding the contract services. The anticipated period of performance will include a base-year and four one-year option periods: Base Year: Date of Award through September 30, 2003; Option Year 1: October 1, 2003 through September 30, 2004; Option Year 2: October 1, 2004 through September 30, 2005; Option Year 3: October 1, 2005 through September 30, 2006; Option Year 4: October 1, 2006 through September 30, 2007. The estimated maximum quantities for the base year and each option period are as follows; Base Year - 100 inpatient days and 250 outpatient sessions, Option 1 - 110 inpatient days and 265 outpatient sessions; Option 2 - 121 inpatient days and 281 outpatient sessions; Option 3- 133 inpatient days and 299 outpatient sessions; Option 4 - 146 inpatient days and 318 outpatient sessions. The evaluation criteria for this solicitation will include price, past performance, technical merit and Small Disadvantaged Business Participation Targets. The NAICS code for this service is 622110 with a small business size standard of $29.0 million. It is anticipated that multiple awards will be made; however, the Government reserves the right to make a single award if such action is determined to be in the best interest of the Government. All responsible sources may apply. The estimated issue date of the RFP is on or about September 13, 2002. The estimated due date for receipt of proposals will be October 30, 2002, at 2:00 p.m., EST.
