Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRS57-02-Q-80166 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-07. The NAICS Code is 335211 and the Small Business size standard is 750 Employees. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price purchase ord er and to solicit and negotiate on a sole source basis with Aviation Electronics, Hanscom Field, Bedford, MA to purchase the following avionics equipment. The contract line items are as follows: CLIN 0001 ? Garmin GNS430 GPS/NAV/COM, (Quantity 1); CLIN 0002 ? UPSAT MX20, (Quantity 1); CLIN 0003 ? KGS-SS50 500W Inverter, (Quantity 1); CLIN 0004 ? Shadin Digidata System, (Quantity 1); CLIN 0005 ? Honeywell KCS55A Compass, (Quantity 1); CLIN 0006 ? NAV/GPS Switching Relays, (Quantity 2); CLIN 0007 ? Digidata fuel lines and fittings, (Quantity 2); CLIN 0008 ? Installation, (Quantity 1). Provide one-year warranty for equipment and installation. Inspection and acceptance shall be made at destination. Delivery of the items listed above shall be FOB Destination within 60 days to the following a ddress: US DOT/Volpe Center, ATTN: Alan Yost, 125 Munroe Street, Receiving Dock, Cambridge, MA 02142. The Contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. In the event of a conflict the terms and conditions of the purchase order shall take precedence over the warranty. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (OCT 2000) is hereby incorporated by reference. FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. The provision at 52.212-2, Evaluation ? Commercial Items (JAN 1999): The Government will make an award resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, co nsidering the identical part number is provided, delivery and price. Offeror must certify that the make and model listed above is being provided. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 2002) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (FEB 2002), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2002), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 7, 8, 9, 11, 12, 13, 14, 16, 17, 22, 23. This notice of intent is not a request for competitive proposals. Ho wever, responsible interested parties may submit a proposal in which they identify their interest and capability. Small business firms that are interested in submitting a proposal must certify that they can provide the make and model numbers listed above. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen Marino, DTS-852, 55 Broadway, Building 4, Room 243, Kendall Square, Cambridge, MA 02142 no later than 10:00 A.M. EST on September 17, 2002. Offers may also be sent via facsimile to (617) 494-3024. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. The following notice is provided for informational pu rposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
