Description

The Pre-solicitation notice for Solicitation No. 03SP101503 is currently available. The North American Industry Classification System (NAICS) Code is 334513 and the size standard is 500 employees. This requirement is not set-aside. The estimated price range of the work is $500,000 to $1,000,000. The work to be performed is installation of an acoustic "time of flight" flow measurement system in one penstock (Unit 23) in the Grand Coulee Dam, Third Powerplant, Grand Coulee WA. The contractor shall furnish all other equipment for the installation of the transducers, conduit and flowmeter console, including temporary scaffolding. The flow measurement equipment is manufactured by Accusonic Technologies of Falmouth, MA and is furnished by the Government as Government Furnished Equipment (GFE). Five additional installations are included as options to be exercised at the Government's discretion for units 19, 20, 21, 22, and 24. Each flow measurement system consists of sixteen ultrasonic transducers that will be mounted inside each of the penstocks and cabling traveling from the transducers to a flowmeter console which will be installed outside of the penstock. The sixteen cables pass through the penstock by way of two penetration devices. The contractor shall furnish and install conduit and fasteners internal to the penstock and wire from each of the unit consoles to the model 7500 display console. The display console was installed at unit G21 in 2002. The Grand Coulee Third Powerplant penstocks are 35 feet in diameter and the transducer installation will be in a horizontal section of the penstock. Access to the penstock is through a 42-inch diameter mandoor in units 19, 20, and 21 or a 42 by 30 inch mandoor in units 22, 23, and 24, in the spiral case of the turbine. All equipment used in the installation of transducers and conduit shall be required to pass through this opening. The solicitation will be available on CD-ROM in Adobe Acrobat format and will be available on or about September 30, 2002 (this is an estimated date). To obtain a copy of the CD and be included on the planholder list, interested offerors must register on our website at ww.pn.usbr.gov/contracts/construction. If you dont provide your DUNS (Data Universal Numbering System) and TIN (Taxpayer Identification Number) on the electronic registration form, we will not send the solicitation to you. Telephone requests for the solicitation won't be accepted. There is no charge for the first copy of the CD and $15 for each additional copy requested.
