- NOTE: This notice that originally appeared in NECO was sent out under the wrong Request For Information (RFI) Number as N00164-02-R-0145. The correct RFI Number is N00164-02-R-0147. All other terms and conditions remain the same as follows: The Crane Division, Naval Surface Warfare Center, in support of Naval Special Warfare, is issuing this Request for Information (RFI)/Sources Sought synopsis, N00164-02-R-0147, as part of a market survey. Sources are sought that is interested in manufacturing demolition charges with relevance to extrusion loading of C-4 explosives into tubes, 1.25? diameter x 60? in length. All interested sources are encouraged to submit a preliminary proposal to NAVSURFWARCENDIV Crane. The C4 loaded plastic tubes shall meet or exceed the following requirements: a) Explosive Density of 0.94 oz per cubic inch consistently throughout the tube; b) The tube and end caps shall be butyrate plastic; c) The tube wall shall be transparent the end caps can be opaque; d) The tube wall shall be 0.030 inches (nominal) thick. (Tubes are commercially available, commonly used as mail-tubes) e) The explosive tubes must fully detonate when initiated with M6 equivalent or greater detonators and 5-gram MK 140 boosters; f) The end caps shall be hand removable; g) The C4 shall be tagged with no more than 0.1% DMDNB; h) The diameter sizes are outside diameter; Firms having access to demonstrated research and prototyping capabilities are invited to submit preliminary proposals, not exceeding three pages of text that describes the general approach, previous related work and an estimate of overall costs (rough order of magnitude). Identification of the proposed production capability to manufacture these tubes with consis tent density is required. Testing at the component level to demonstrate design acceptability must be identified. If a production capability is determined to be suitable, a small quantity of prototype units may be procured for testing to assure that the density and performance are adequate to endure the environments encountered during transporting, handling, installation and field operation. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. The U.S. Government is in no way liable to pay for or reimburse companies or entities that submit preliminary proposals in response to this announcement. Nothing in this announcement constitutes an obligation on the part of the U.S. Government. The Government is only seeking possible sources for future needs, if they arise.
