- NAICS Code: 541330 The U. S. EPA, intends to negotiate on a sole source basis with West Virginia University (WVU) Research Corporation for Diesel PM Instrument Evaluation Phase II under the authority of FAR Part 6.302.-1. This requirement for The Office of Research and Development, National Risk Management Research Laboratory (NRMRL) is to further evaluate particle characterization methods using a standard dilution tunnel meeting 40 CFR, Part 86, Subpart N operated as part of the WVU engine dynamometer system. During this evaluation, both delicate instruments will be used and time-sensitive samples will be collected for detailed chemical analysis. To avoid damage or loss of critical data, the instruments and samples will be transported by NRMRL personnel in a government vehicle to and from the contractor's facilities. It is necessary, therefore, that the contractor be located no farther than a nominal 8-hour commute (i.e., ~ 400 miles) from Research Triangle Park(RTP), NC. EPA source research indicated WVU is uniquely qualified with the necessary facilities, and has the expertise to meet the 40 CFR, Part 86, Subpart N engine certification requirements as well as being located within the required 400 mile radius. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing this work. Such documentation must be submitted to the POC withing 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is October 10, 2002. See numbered Note 26.
