Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION IS ISSUED. The Request for Proposal number is PR-NC-02-10874 and is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This requirement is for lease of shuttle buses for EPA's Research Triangle Park, NC facility. The successful offeror will furnish two (2) buses, in accordance with the minimum specifications in the Statement of Work. The buses are to be Champion Bus Model CH270FU, or equal. This requirement will be a firm fixed price contract during the estimated period of award date of contract through three (3) years. North American Industry Classification System (NAICS) No. 532120 applies with a size standard of $21.5M in average annual receipts over the last three years. This solicitation is issued as a Full and Open Competition. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation--Commercial Items, 52.212-3, Offeror Representations and Certifications--Commercial Items, 52.212-4 Contract Terms and Conditions--Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: Meet minimum specifications. The solicitation is available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation via Internet. If you will be obtaining a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do NOT have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal on/or before, September 26, 2002 by 2:00 P.M. eastern standard time.
