Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC plans to acquire complete maintenance and system management for the two-way trunked radio system and auxiliary equipment in accordance with the attached statement of work & equipment. 2. Option year for item #1 (to be determined by the government upon completion of current year). Scope: Contractor shall service, maintain and repair all fixed and portable Motorola Smartnet Two-way Trunked Radio System equipment. The scope of the effort will include, but not necessarily limited to, the following: Qualification - All contractor technicians and engineers shall be Motorola factory trained with a minimum of 5 years of experience in the communications field. Performance - The contactor shall develop and submit a quality control program to identify the areas that need improvement, such as hardware reliability, system timing, configuration and operator training. Response Time - Contractor shall respond to service calls 24 hours/7 days a week. On-site response to any reported equipment failures shall be accomplished within four hours from the official notification. The Work - The system consists of a single site Smartworks Five Channel Trunked Radio System that operates in the 406-420 MHz frequency band. The system features redundant Central Controllers, Redundant Console Interfaces, a Centralized Interconnect Terminal, Five MSF5000 Trunked repeaters and all ancillary equipment required for switching and audio distribution. There are 340 subscriber portable units, 3 mobile units, one CRT based workstation, and one Centracom base station that is located in the Safety Office Building 17, Security Office Building 9, and the Health Unit Building 97. Preventive Maintenance - The Preventive Maintenance Program shall verify proper operation of all equipment to include repairs needed to bring equipment up to full performance standards. The PM shall include cleaning, lubrication and mechanical adjustment, as well as all required electronic alignment necessary to maintain proper equipment operation. All work shall be in accordance with the manufacturers recommended preventive maintenance procedures. Maintenance Service - All fixed network equipment and ancillary equipment required for switching and audio distribution shall receive remedial maintenance service in accordance with the manufacturer's recommended procedures. The replacement parts used in the performance of remedial maintenance shall be original equipment replacement items or of equivalent performance and design. The fixed network equipment and all other ancillary equipment for switching and audio distribution shall receive full remedial maintenance coverage for failures that occur due to normal operational usage. Location of Work - Contract work is located at Goddard Space Flight Center, Greenbelt Road, Greenbelt, Maryland. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Quotations for the items(s) described above are due by September 16, 2002 at 4:00pm, and may be mailed or faxed to Russellyn Rogers, NASA/GSFC, Code 210.1, Greenbelt, MD 20771 and 301-286-1654. Please include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote.
