- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F25600-02-T-0143 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-05. This procurement is set aside 100% for small business. The North American Industry Classification System (NAICS) code and small business size standard are 339920, $6,000,000.00. The government intends to issue a purchase order for the following BRAND NAME OR EQUAL (Stearns Inc.) ISS-590i CWS Cold Water Immersion Suit. The OR EQUAL cold water immersion suit must meet the following specifications, 1) face shield, 2) suit must meet SOLAS requirements, 3) retro-reflective material front and back, 4) unrestricted vision that exceeds 120 degrees, 4) storage: minus 22 degrees F to 149 degrees F (-30 C to 65 C), 6) impact tested from a height of 15 ft (4.5 meters), 7) five-fingered gloves,8) lightweight (10lbs or less), 9)waterproof zipper, 10)light pocket for approved SOLAS lights, 11) donning and care instruction booklet. 12) The suit must be in the color of International Safety Orange. 13) The offeror shall supply 26ea, sizes universal adult to fit a person weighing 170lbs ? 330lbs and in height from 50in. to 75in. and 10ea, sizes jumbo adult to fit a person weighing 230lbs ? 375lbs and in height over 75in. OR EQUAL (non-Stearns) quotes must include specifications for each numbered item above. The Government reserves the right to award without discussions. OR EQUAL submissions that do not provide complete specifications as set out in the solicitation will not be considered for award. CONTRACTOR MUST BE REGISTERED IN CENTRAL CONTRACTOR REGISTRATION (CCR) PRIOR TO AWARD. IF NOT ALREADY REGISTERED IN CCR, GO TO WWW.CCR.GOV TO REGISTER PRIOR TO SUBMITTING QUOTE. PARTIAL QUOTES WILL BE CONSIDERED.
