Description
This announcement constitutes a Sources Sought Synopsis. Responses to this publication are solicited to identify qualified sources. Qualified sources are limited to 8(a) and small business concerns only, who have the interest and ability to provide the scientific/medical research library services detailed below. The services are currently being performed by government personnel. Any resultant solicitation will be competed under OMB Circular No. A-76 procedures. The NAICS code is 514120 and the Size Standard is $6 million in average annual receipts for the previous three (3) years. This is not a request for a formal proposal. This advertisement seeks to identify the interest from potential 8(a) contractors and small business concerns for the performance of scientific/medical research library services for Food and Drug Administration (FDA) staff located across the country, from government-furnished facilities in the Washington-Metro area and Jefferson, AK. Scientific/Medical Library Services includes providing biomedical, scientific, and technical research services, and other information services to the FDA community to ensure that they have the information needed to make well informed, timely, and science based regulatory decisions. The libraries provide FDA staff with extensive literature search and research support services; conduct individual and group training on the use of library and information resources; and provide staff with library materials (both hard copy and electronic) such as journals, books, and databases.. Tasks include reference and research services, instructional services, collection development and acquisition, cataloging, collection management, circulation, document delivery and interlibrary loan services, and content development for library intranet pages.. Contractors expressing an interest should identify their capabilities in providing the services described above. Capability statements shall include a description of the contractors? knowledge of the theories, principles, practices, and techniques of library science, as applied to biomedical research libraries. Additionally, the organization?s corporate experience in the field of library science should be provided, as well as the experience of its personnel in performing biomedical research. Additionally, interested contractors shall indicate whether their company can provide experienced personnel who have a Master of Library Science (MLS) degree from an American Library Association (ALA) accredited institution. Interested contractors shall also provide (1) an outline of specific work previously performed or being performed; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement, and (3) any other specific and pertinent information as pertains to this Sources Sought Notice that would enhance our consideration and evaluation of the information submitted. Responses must reference Request for Information (RFI) number 223-03-9853 and include the following: (1) name and address of firm; (2) type of business (i.e.: small business, small disadvantaged 8(a) certified, woman-owned small business, small disadvantaged business (not 8(a) certified), or veteran-owned small business); (3) two points of contact: name, title, phone, fax and e-mail; (4) DUNS number; (5) NAICS code; (6) contractor?s capabilities statement: providing the information stated above; and (7) list of customers covering the past 5 years: highlight relevant work, including a summary of work performed, contract number, contract type, dollar value for each customer, reference and customer point of contact with phone number, and identify your role as either the Prime or Subcontractor. Responses shall be submitted via e-mail to: Rloube@oc.fda.gov. no later than September 23, 2002. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST ARRIVE ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS SEPTEMBER 23, 2003.
