Description
The Federal Bureau of Prisons (FBOP) has identified a need to establish a national contract for Inmate Drug Testing Services. The Contractor shall provide Inmate Drug Testing Services to various FBOP locations throughout the United States, Hawaii and Puerto Rico on an as needed Basis. This solicitation is anticipated to result in a single award, Indefinite Delivery/ Requirements type contract with firm fixed unit prices. The anticipated term of the contract includes a base period and four option periods. The estimated quantities for the base period and each subsequent option period are as follows: Base year: Primary Panel Test-190,000, Special Panel Test- 9,500, Individual Special Steroid Test-66, Individual Special LSD Test-18, Individual Special Fentanyl Test-18, Other Methodology Tests 53. Option Year 1: Primary Panel Test- 204,000, Special Panel Test-10,000, Individual Special Steroid Test-76, Individual Special LSD Test- 20, Individual Special Fentanyl Test- 20, Other Methodology Tests- 56. Option Year II: Primary Panel Test-218,000, Special Panel Test-10,300, Individual Special Steroid Test- 80, Individual Special LSD Test- 22, Individual Special Fentanyl- 22, Other Special Methodology Tests- 59. Option Year III: Primary Panel Test- 228,000, Special Panel Test- 10,500, Individual Special Steroid Test-84, Individual Special LSD Test-24, Individual Special Fentanyl-24, Other Methodology Tests- 62. Option Year IV: Primary Panel Test- 232,000, Special Panel Test-10,700, Individual Special Steroid Test- 88, Individual Special LSD Test- 26, Individual Special Fentanyl- 26, Other Methodology Tests- 63. The base period will be from date of award through 12 months thereafter, Option period I shall be from 13 months from date of award through 24 months from date of award, Option Year II period shall be from 25 months date of award through 36 months from date of award, Option Year III period shall be from 37 months from date of award through 48 months from date of award, and Option Year IV period shall be from 49 months from date of award through 60 months from date of award. The solicitation will be issued on an unrestricted basis, open to both Small and Large business. The FBOP anticipates posting the solicitation to the government electronic point of entry, Federal Business Opportunities (FedBizOpps) website (www.fedbizops.gov) on or about October 15, 2002. Estimated due date for proposals is November 15, 2002. All responsible sources meeting the requirements listed in the solicitation may submit a proposal which will be considered by the FBOP.
