Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 , as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Notice is issued under Request for Quotation (RFQ) 0036059, using Simplified Acquisition Procedures (SAP). The solicitation and document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. NAICS is 421490 with a small business size standard of 100 employees. This solicitation will result in a Firm Fixed Price contract. This requirement is being conducted as a Brand Name or Equal. Brand name is MLC System Laser Cutter manufactured by RD Corporation. The laser cutter shall be able to cut and engrave 4'x8' sheets of wood, plastic and fabric materials of up to 1/2 inch thick. The laser cutter shall possess the capacity to operate using a standard operating system, such as, Windows 2000. The laser cutter shall have the capability to utilize universal AutoCAD computer file formats, such as, DWG and DXF drawing files. The laser cutter shall meet OSHA safety specifications for lasers and shall be shielded to prevent user and other personnel accidental exposure. The laser cutter shall reproduce an area with exact precision without causing tool marks which require manual refinement such as sanding or polishing leaving a quality appearance. The laser cutter shall possess the facility to use Gerber drawing files. The laser cutter shall be a turn-key system, including the computer to run the laser. The Contractor shall provide training at the Quantico, Virginia location for four employees. Specification of the MLC System Laser Cutter will be faxed upon request. Unless clearly marked that the vendor is quoting on an equal, the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposed to furnish an equal product, the brand name of the product to be offered shall be included in the quotation. The evaluation of the quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. To ensure sufficient information is available, the contractor must furnish as a part of its quotation all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to determine whether the product meets the salient characteristics of the requirement. The Contractor shall install the equipment at Quantico, Virginia. A standard Commercial warranty is required. Delivery is FOB, Destination, Quantico, Virginia. Evaluation criteria from this solicitation will consist of technical capability of the offered items to meet the agency requirements, past performance and price. Technical capability and past performance when combined are significantly more important than price. Offerors shall provide names, addresses and telephone numbers of three customers, either Government or commercial, that have received the same product during the past two years or less (this information is required for evaluation of past performance).
