- Description
- The Federal Highway Administration (FHWA) plans to negotiate a sole source Purchase with National Association of Regional Councils (NARC) to promote Safety Conscious through regional councils. NARC is the leading national alliance for fostering regional cooperation and building regional communities. Regional councils of government--more than 450 of them across the nation--are multipurpose, multi-jurisdictional, public organizations. Created by local governments to respond to federal and state programs, regional councils bring together participants at multiple levels of government to foster regional cooperation, planning and service delivery. NARC provides training and technical assistance on the latest regional developments, conducts research on timely regional topics, and promotes regional cooperation through its conferences and publications. NARC offers a multi-disciplinary approach to safety conscious planning. NARC not only works with transportation agencies but also with other agencies that deal with education, labor development, health, human, child and elderly services, etc. NARC will leverage their expertise and resources in other areas to strengthen safety conscious planning. As a non-profit organization, their members will donate their time and expertise to support activities. NARC and its members are in a unique position to effectively integrate different disciplines, approaches and points of views for better safety conscious planning. Safety Conscious Planning efforts will take advantage of NARC?s membership and their other current activities in order to best target local and regional government entities. The result of this effort will be both improved transportation safety and an enhanced transportation planning process that can better provide a more comprehensive evaluation alternative to decision makers. Because NARC provides training and technical assistance on the latest regional developments, conducts research on timely regional topics, and promotes regional cooperation through its conferences and publications in addition to donating their time and expertise to support these activities, they are the only known source that can successfully complete the Safety Conscious Planning Project. This is a Simplified Acquisition and the threshold is $100,000. The anticipated award date is September 26, 2002.
