Description

The Department Of Defense (DOD), United States Air Force, 55th Contracting Squadron in support of United States Strategic Command (USSTRATCOM) intends to award a commercial based purchase order on a sole source basis in accordance with Subpart 6.302-1 (a) (2) (ii), for the annual renewal of the Technical and Version upgrade support for the StarTeam Universal and Enterprise Servers and client maintenance support for the period 1 Oct 2002 through 30 Sep 2003. Market research has revealed only one responsible source and no other supplies or services will satisfy agency requirements. The continued use of the Star Base products and technical support is to be provided to USSTRATCOM, J6312, Offutt AFB, NE. StarBase Corp., 4 Hutton Center, Suite 800, Santa Ana, CA 92707 (714) 445-7054, is considered to be sole source for the above-mentioned services and service products. A determination not to compete is based on StarBase Corps proprietary rights on encryption algorithms, source code, data formats, design documents and installed software which is restricted in accordance with FAR 52.227-19 Commercial Computer Software Restricted Rights (Jun 1987). A justification for Other than Full and Open Competition has been prepared and approved in support of this acquisition; therefore no solicitation will result from this announcement. However, interested parties may identify their interest and capability to respond to this requirement or submit proposals. This notice is not a request for competitive proposals. A determination by the Government not to compete this procurement on responses to this requirement is solely within the discretion of the Government. All price quotations may be submitted to Mr. Eleazar Inungaray, not later than 1600 CST, Sep 18, 2002. Price quotations may be sent via fax to 402-294-7280, or by e-mail to eleazar.inungaray@offutt.af.mil. Not telephone requests will be honored. THIS REQUIREMENT IS AN FY 03 REQUIREMENT. FUNDS HAVE NOT BEEN APPROPRIATED FOR THIS REQUIREMENT.
