- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is SUMMERS222130100 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. This notice is 100% set-aside for small business concerns. The associated NAICS code is 561710 and small business size standard is $6 Million. Request quote on the following item(s) and quantity(s): 0001: Provide Bird Netting and Installation to Hanagar 90029 Approximately 14,000 square feet of netting required, Quantity 1 Each; 0002: Provide Bird Netting and Installation to Hangar 90816 Approximately 30,000 square feet of netting required. **Netting for both hangars should be 3/4 mesh netting across the underside of ceiling trusses over the entire ceilings. Netting will be attached to steel cables with hilti fype fasteners for a discreet clean looking installation. Netting will be installed not to interfere with lighting and aircraft movement or parking. Items are to be delivered FOB destination to Buildings 90816 and 90029, Hurlburt Field, FL 32544 for inspection and acceptance by an authorized government official. Quotes shall be accompanied by completed representations and certifications found in FAR Clause 52.212-3 Offeror Representations and Certifications-Commercial Items. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition and includes the following addenda: (1) Add the following paragraph: (b)(12), If mailed. each offeror shall submit their signed and dated offer (signed by an official authorized to bind your organization in a contract) in one original and one copy to 16th Contracting Squadron, Attn: Meagan Fyffe, P.O. Box 9190, 350 Tully Street, Hurlburt Field FL 32544. Quotes are due on 9 Sep 2002 at 4:00PM Local time and must reference the proposal number on the outside of your package for identification purposes. ***Faxed or e-mailed proposals will be accepted.*** The provision at 52.212-2, Evaluation--Commercial Items, applies to this acquisition. The significant evaluation factors will be based on technical acceptability and price related factors, when combined are approximately equal. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-- Commercial Items, applies to this acquisition. Defense FAR Supplement (DFARS) provisions and clauses apply to this solicitation and are incorporated by reference: (1) DFARS 252.212-7001, Contract Terms and conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. The following clauses under paragraph (b) of 252.212-7001 are amended to read: 252.225-7001, Buy American Act and Balance of Payment Program, 252.225-7007, Buy American Act-Trade Agreements-Balance of Payment Program, 252.225-7036, Bur American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program.
