Description
NA The purpose of this notice is to identify potential qualified sources for independent integration analysis support of the U.S. Army's Lower Tier Project Office (LTPO) missile systems (formerly PATRIOT). The effort will be restricted to small business unde r North American Industry Classification System (NAICS) code 541710 and a size standard of 1,000 employees. The resultant contract is anticipated to be Fixed Price (Level-of-Effort) with Award Fee. The contractor will be required to provide work space th at is cleared via Army Regulations for the handling and processing of materials classified at the Top Secret level and for Special Access Programs. The contractor will also be required to provide 4500 square feet of work space facilities (1000 square feet of which is cleared for classified processing at the secret level) for utilizing Government Furnished Equipment (GFE) computers and peripherals. The contractor must also have direct connection to a T1 communication line. The contract is anticipated to h ave a one-year basic period of performance and four option years. The anticipated number of hours for each year is 652,368, for a total of 3,261,840 hours for this potential five-year effort. The LTPO missile systems include the PATRIOT, PATRIOT Advanced Capabilities (PAC)-2, PAC-3, and Medium Extended Air Defense System (MEADS). The LTPO Missile Systems Independent Integration Analysis Contractor shall analyze the LTPO missile systems being d esigned, developed and produced, and analyze (to include the design, development and procurement of analysis hardware and software) their associated data to ensure that the units possess the capabilities that are specified in their respective requirements documentation. The contractor shall examine the integrated system capabilities of the LTPO missile systems independent fire units, multiple fire units, a battalion of fire units, and battalions operating as a part of an integrated air defense in a Corps /Theater area. This effort shall include the consideration of surveillance, guidance, electronic counter?countermeasures (ECCM), communication, and doctrine at the fire unit level; communications, doctrine, and ECCM at the inter-fire unit level and battal ion level; communications, doctrine, interoperability between adjacent LTPO missile systems battalions and their ability to interface and inter-operate with the remainder of the fielded Army and analysis of active/passive target identification techniques. The contractor shall provide analysis to the LTPO in the system level integration of programmatic/technical functions that pertain to product assurance, safety, environmental, Nuclear Biological Chemical (NBC) and Human Factors Engineering (HFE) with other functional areas. This includes plans, procedures, and documentation used to analyze/evaluate qualification testing, quality control methods, hardware/software problem areas, system Reliability Availability and Maintainability (RAM), and conformance to s pecifications. The effort shall assess the impact of the system growth programs on system RAM, readiness, safety, environmental, NBC and HFE. The contractor shall conduct independent integration analyses in the area of manpower, organization, and equipment to support the Government's goal of ensuring the required level of availability and maintainability of the LTPO missile systems, and to asses s the impact of changes in other functional areas on these system aspects. The contractor shall conduct integration analyses of the logistics requirements for the LTPO missile systems including the GFE necessary to achieve the required operational and support capability to support the Government's goal of ensuring cost effective development, fielding, and support. The contractor shall perform independent analyses and evaluations of the integration of the missile and ground hardware/software elements of the LTPO missile systems upgrades and modification programs. The contractor shall perform analysis of Government supplied simulations, studies, and concepts. This effort shall consist of the analysis of planned system improvements utilizing Government simulations and contractor developed simulations. The contracto r shall perform studies to enhance planned system improvements or develop new concepts. The contractor shall analyze the effectiveness of the LTPO missile systems fire units, multiple fire units, battalion, and multiple battalions, and missiles against th reat scenarios including multiple aircraft, corridor busting techniques, tactical missiles, and saturation raids. These analyses shall be conducted against current threats, projected threats, and responsive threats including countermeasures, Tactical Miss ile Defense (TMD) targets (Cruise and Tactical Ballistic Missile (TBM)), Unmanned Aerial Vehicles (UAVs), and decoys. The contractor shall provide analysis and support of system diagnostic capabilities. This activity is an overall system integrated analysis of the LTPO missile systems diagnostic systems to ensure the desired level of fault detection and fault isolation to achieve the required system availability. Performance of this task requires expertise from multiple disciplines including testability, design for testability (DFT) analysis, fault mapping, fault insertion and diagnostic performance assessment, system eng ineering, hardware engineering, software engineering (including LTPO missile systems specific software languages such as Jovial and Ada and documentation procedures), and technical input requirements for system technical manuals. The effort shall include appropriate system related aspects of the on?line status monitor, off?line fault localization, and intermediate maintenance tools The contractor shall provide International LTPO missile systems support for Foreign Military Sales (FMS) The contractor shall perform program evaluation, review, and analysis in the areas of program management planning, programming, cost, schedule, and GFE management for the purpose of ensuring that required level of resources in support of development, produ ction and deployment are properly managed, controlled, and planned. In order to provide program level recommendations/ assessments/alternatives, the contractor shall conduct an integrated evaluation effort considering the collective activities of developm ent, test/evaluation, procurement, production management, logistics, and programmatics. The ultimate goal of this integration is a broad spectrum, program wide perspective to assure that total program goals/objectives are achieved in the most timely, cost effective manner. The information sought by this notice will be utilized by the U.S. Army Aviation and Missile Command in assessing the availability of competition for this requirement. Interested firms are requested to submit information concerning their capability and in terest to perform the above-described effort. All information shall be in contractor format but should at a minimum address the following: (1) Contractor name, address, CAGE Code, and POC phone number/e-mail address; (2) Business size status based on abo ve identified NAICS code and size standard; (3) Description of technical capabilities and qualifications as they relate to the effort described above; (4) A listing of related Government contracts that the firm current holds or has held within the past fiv e years, with the Government Contracting Officer/Representative's name, phone number, and e-mail address.
