Description

The Internal Revenue Service intends to issue a purchase order on a sole source basis to Envisage Systems, Ltd., Envisage House, Northbridge Road, Berkhamsted, Herts UK HP4 1EH for a Ribbon Analysis Workstation Typewriter Ribbon Transcription System that includes workstation, software and user manual. This computer controlled system is designed to transcribe and analyze the wide range of single-strike ribbons to work independently of continuous operator attention that will reduce the handling or mishandling of valuable evidence and the man-hours involved in processing 3-row ribbon. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTATIONS. However, all responsible parties who can provide the above requirement may submit written quotations. A determination by the Government not to compete this action based upon the responses to this notice is solely within the discretion of the Government. This action is being conducted in accordance with FAR part 13, Simplified Acquisition Procedures. Award will be based on lowest price to the Government. The Government reserves the right to award without discussions and/or negotiations. No solicitation will be issued therefore, request for solicitations will be considered non-responsive. All quotations shall include course description; price(s); a POC (name and telephone number); GSA contract number (if applicable); Performance Period; and payment terms. All quotations must be submitted in writing via mail, facsimile, or e-mail by 5pm EST no later than 5 days from the published date of synopsis. Quotes over 10 pages in total will not be accepted by facsimile. Verification of receipt of fax and e-mail transmission is the sole responsibility of the contractor. If no responses are received, an award will be made to Envisage Systems, Ltd.
