Description
The Broadcasting Board of Governors (BBG)/International Broadcasting Bureau (BBG/IBB) has a requirement to expand its existing Integrated Digital Audio Production System (IDAPS) to add production of video, still image and web media components. The IDAPS system is the prime infrastructure that the Voice of America (VOA) broadcasters utilize to produce, store, and retrieve their broadcasting work products. BBG/IBB has invested substantial resources in this state-of-the art broadcasting system and in accordance with FAR Part 15, we intend to negotiate a contract on a sole source basis with TGS Inc, 4500 Southgate Place, Chantilly, VA 20151. The statutory authority permitting other than full and open competition applicable to this procurement is stated in FAR 6.302-1, 10 U.S.C. 2304 (c) (1) or 41 U.S.C. 253 (c) (1) which permits other than full and open competition when only one responsible source and no other supplies or services will satisfy Agency requirements. TGS, Inc. is the only known qualified firm with Dalet hardware experience capable of satisfying this critical requirement by November 1, 2002. The IDAPS system and BBG Multimedia Broadcasting Center is at a critical expansion stage requiring the capability to handle all types of multimedia assets. Some of the required components are available as commercial off-the-shelf products from Dalet Digital Media Systems. TGS, Inc has a proven track record and in-depth experience in the development and installation of a Dalet approved video storage system with multiple video input/output ports. TGS has successfully demonstrated its experience with Dalet automated multimedia hardware and software components. TGS will provide DV editors and their installation and integration, in addition to providing the Dalet Plus video and multimedia software for client workstations. TGS shall be required to interface the Dalet video storage package to the existing IDAPS/Dalet database, filing system and other media asset management elements. The Contractor shall be fully qualified in the business of providing and installing professional television equipment and integrated solutions. TGS shall also provide logistical support items including operations & maintenance manuals, installation instructions, other deliverables and spare parts list. TGS, Inc. shall provide technical support necessary to complete installation and assist the Government in making the IDAPS multimedia system fully operational. BBG/IBB intends to issue a sole source solicitation for this negotiated firm-fixed price (FFP) procurement in the next thirty (30) days. This is not a solicitation, and interested sources that respond shall furnish substantiated documentation and references of its capabilities and experience in the integration of Dalet multimedia components within fifteen (15) days from the publishing of this Notice. Oral expressions of interest will not be accepted. Any questions related to the subject Notice or forthcoming solicitation, BBGON3602S5323 shall be submitted in writing to the attention of the Contracting Officer at the above listed address. All written expressions of interest shall specifically reference this Notice by its title and date of publication. This notice is not a RFQ, RFP, or an IFB.
