- NA NOTICE OF INTENT TO ISSUE A SOLE SOURCE ONE –MONTH BRIDGE TO BE AWARDED UNDER THE TERMS AND CONDITIONS OF THE FEDERAL SUPPLY SCHEDULES (FSS). The purpose of this effort is to allow adequate time to compete an eleven-month follow-on-FSS competitive procurement. This is a combined synopsis/solicitation for contract analytical support-service prepared in accordance with the format in the Federal A cquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. There is no solicitation number, for reference use DASC012235N017 (ZB 03-0017). Headquarters, US Army Intelligence & Security Command, Fort Belvo ir, VA. is soliciting a sole source analytical support-service purchase order (under FAR Parts 12 and 13 .5) with Scitor Corporation 2411 Dulles Corner Park Suite 300 Herndon, Va. 20171. The proposed acquisition is for analytical support-services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13.106-1 and 10 U.S.C. 230 4(c)(1) FAR 6.302-1. This action is for the procurement, through Scitor Corporation. The Statement Of Work is as follows: 1.0 S COPE: This effort provides support to force modernization and force integration for the legacy Intelligence Airborne Collection Systems (Guardrail Common Sensor GRCS and ARL), the Intelligence Operation Center (IOC), the Distributed Common Ground Systems ( DCGS), and future systems in support of Assistant G3, Force Management, Modernization Division, Systems & Sensors Branch, U.S. Army Intelligence and Security Command (INSCOM), Fort Belvoir, VA. 2.0 OBJECTIVE: The contractor shall provide the government pro gram management; engineering management; scientific, technical, and analytical support, preparation, coordination and implementation of plans related to force modernization, force integration; logistics support, participation in briefings, meetings, workin g groups, conferences, in-progress reviews, and site visits; assistance in developmental and operational testing; and documentation required by regulation, policy, or at the direction of the government related to all activities within the scope of this eff ort. 3.0 TASKS:3.1 With regard to the legacy Guardrail Common Sensor (GRCS), ARL and future systems, including the IOC & DCGS (Home Station Node-Interim and Objective) assigned to INSCOM and the development of a Modernized Logistics Concept to support GRCS , the contractor shall:3.2 Develop recommendations for possible initiatives and logistics support to GRCS, ARL, ACS and future systems, including the IOC & DCGS (Home Station Node-Interim and Objective)3.3 Provide program management support for system mode rnization, force integration and the integration of the GRCS system into the Aircraft Overhead Integration Office (AOIO) implementation plan. 3.4 Provide program management support for IOC and DCGS-A development. 3.5 Maintain liaison with the Program Mana ger, Aerial Common Sensor (PM ACS) concerning G3 efforts identified in this Task Order. 3.6 Develop an implementation plan for all modernization efforts. 3.7 Develop time-phased plans to implement objectives and decisions made by the government. 3.8 Wit h respect to INSCOM’s combat development role, the contractor shall define tactics, techniques and procedures for aerial programs and shall develop concepts and recommendations for combat development activities in manned and unmanned aerial systems. Partic ular attention will be made to those areas that will transition into ACS. 4.0 With respect to INSCOM's involvement in the development of national to tactical cooperative intelligence operations, the contractor shall: 4.1 Develop recommendations for possi ble initiatives appropriate for INSCOM to adopt. 4.2 Maintain liaison with appropriate National Reconnaissance Office offices. 4.3 Maintain liaison with appropriate National Security Agency offices.4.4 Maintain liaison with other national and tactical org anizations invol ved with the development and implementation of this capability. 4.5 Develop time-phased plans to implement objectives and decisions made by the government.5.0 DELIVERABLES:5.1 Time-phased plans, concept, decision, other briefings and implementation plans a s stated in above paragraphs. 5.2 In-progress reviews as required by the KO, TTM.6.0 REPORTING: Trip reports are due five days after completion of travel or attendance at meetings and conferences provided to the Technical Task Manager (TTM) and the Contrac ting Officer Representative (COR). Monthly reports shall be delivered by the 15th day of each month in softcopy to the Technical Task Manager, and the Contracting Officer Representative (COR). 7.0 PERIOD/PLACE OF PERFORMIANCE: 1 October 2002 – 31 October 2002. Duty location is Nolan Building, HQS INSCOM, Fort Belvoir, VA.8.0 JOB REQUIREMENTS: TOP SECRET/SCI clearance required. Access to additional level security programs, may be required. The contractor is subject to a polygraph examination if required for additional accesses. Contractor must sign a non-disclosure agreement.9.0 TRAVEL: CONUS and OCONUS Travel is required up to 50% of the time. A valid driver's license and unrestricted US passport required. Contractors traveling to OCONUS locations are subje ct to US, SOFA, Federal, DoD, Army and host country regulations and laws. Solicitation Provisions: This solicitation document incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 97-04.
