- NA This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation serves as the Request for Quotation. This solicitation is a small business set aside. Provisions at FAR 52.212-1, Instructions to Offers-Commercial and FAR 52.212-4, C ontract Terms and Conditions-Commercial Items, apply to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be the best value to the Government, price and other factors considered. The award will be based on the best value to the Government. The offerors need to include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Cer tifications-Commercial Items with this offer (registered in the Central Contractor Registration, DUNS number, Cage Code, and Tax Identification number). The statement at 52.212-5, Contract Terms and Conditions required to implement Statutes or Executive O rders-Commercial Items, applies to this acquisition. Offers are due 9/23/02. POC for this action is Rebecca Adams at (254) 288-9722. The Government is requesting: A Tension Testing System including installation and training. The tension link test set s hall be capable of measuring minimum of 100,000 pounds; have integrated digital closed loop control and data digital electronics; have a test panel for display of load readout, extension and strain; have automatic recognition and calibration of transducers ; have a cycle counter with end count stop control; have a system of units, metric and U.S. customary, user selectable; have testing speed range of .00004in./minute to 20in./minute; be compatible with configuration of Strainsert, Inc., (dog-bone), tension links (range 2klb. to 100 klb.) to connect to tension links to test set; have a minimum of 24 inches of travel; have a standard +/- analog output signal of 0-10v for measurement of strain. Maximum output from tension links of 10mv; operate from 120vac sta ndard electrical outlet; have automatic data acquisition and analysis; have a compatible computer with at minimum of a Pentium 4 processor - 10.0 gigahertz or faster clock speed, 512 mb of RAM, 60 gigabyte hard drive, VGA/SVGA graphics display, 17 inch mon itor, and the latest compatible version of the Microsoft operating system. The vendor will provide 3 days training. Vendor will provide a one-year warranty. To be delivered to: BUILDING 2-1728 ROOM 230 ARMISTEAD & WOODRUFF ST, FORT BRAGG, NC, 28307-5000. All responsible sources may submit a proposal, which shall be considered.
