Description
The Naval Air Systems Command has a requirement for the Traffic Collision and Avoidance System (TCAS) XS-950 S/I Transponder software modification to Aviation Communication and Surveillance Systems (ACSS) a division of L-3 Communications, Phoenix, AZ. Change 7 is an upgrade to the TCAS system to incorporate improvements defined by the United States Federal Aviation Administration. This change, while not being mandated by the FAA as of yet, is required to meet upcoming Airborne Collision Avoidance System (ACAS) mandates in Europe. The term ACAS translates into a TCAS system with Change 7 incorporated. To meet the ACAS system requirements, the Mode S transponder requires certain minimal functionality and the TCAS/Transponder communication bus protocol must be changed. The fixed price contract will provide for installation of the new software in approximately 138 boxes currently fielded in the fleet. ACSS is the sole designer, developer and manufacturer of the XS-950 S/I Transponder. The XS-950 S/I Transponder designed and produced by ACSS is the only TCAS transponder that has been tested through OPEVAL for use with the Navy. The TCAS is installed in VP-3, UP-3, C/KC-130F/R/T, and C-2A aircraft. ACSS is the only source that has the background, requisite knowledge, equipment and technical data required to successfully complete the transponder modifications. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
