- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the SPAWAR E-Commerce Central website. It is the responsibility of potential offerors to monitor these sites for addition information pertaining to this requirement. The Space and Naval Warfare Systems Command (SPAWAR) is seeking sources for the development, installation, integration, test and maintenance of the DoD Teleport Management and Control Segment (TMCS) in accordance with the DoD Teleport Management and Control Segment Specification ? Generation One ? SR-140-00-0003. This information is being solicited as market research for a potential contract in the 1st Quarter of FY03. The DoD Teleport program will provide worldwide-deployed warfighters the expanded communications capability, centralized integration capability, contingency capacity, and the necessary interfaces (satellite and terrestrial) to access the Defense Information Systems Network (DISN) in a seamless, interoperable, and economical manner. The TMCS, an integral part of the Teleport Program, will provide automation at the world-wide Teleport sites to allow for resource configuration and reconfiguration, system controller interfaces, nodal management and control for each Teleport component, and remote access to DISN and SATCOM management and control centers. The TMCS will allow the Regional Network Operations and Security Center (RNOSC) to remotely monitor major Teleport functions via the Integrated Network Management System (INMS). The TMCS capability will minimize the amount of hands-on labor required by Teleport personnel. Control will be maintained through the use of computer terminals and a local area network (LAN). The TMCS system will expand with each Generation of Teleport to include the new capabilities added in each Generation. Due to the critical nature of the TMCS to the overall operation of the global Teleport program, the TMCS short and long term operations and maintenance are paramount to success. The system must be installed and integrated on time at worldwide sites that handle communications needs for Army, Air Force, Navy, and Marine Corps deployed users. Thus, a high degree of reliability and availability is understood. Maintaining the system after integration is at least as important as the success of the initial installation. Long-term logistics support to the multiple sites in terms of software maintenance, technical support, configuration management, training, and documentation is also critical. Interested parties are requested to respond to this Sources Sought with a white paper. Section one of the white paper shall address the contractor?s ability to manage and meet the technical requirements of Teleport MCS program. This section shall include as a minimum: · Contractor size status based upon NAICS code 511210. · Recommended contract type. · Recommended software environment (COTS, contractor developed or combination). · Elements of TMCS already developed or in development. · Completion of attached TMCS Build 1 ? Contractor Response Matrix (See Attached TMCS Build 1 ? Contractor Response Matrix). · Ability to meet the TMCS schedule (See Attached TMCS Testing and Integration Schedule). · Estimated Cost for Build 1, Build 2, and annual TMCS system support. Section two of the white paper shall document and/or demonstrate applicable experience in the following areas: · Successful software installation, integration, test and maintenance for globally dispersed user sites. · Successful Program Management and ILS support for software installation, integration, test and maintenance for globally dispersed user sites. · Experience developing Navy Integrated Logistics Support (ILS) packages. · Successful Configuration Management, Quality Assurance, Risk Management and accurate reporting of progress relative to planned schedules and costs. This is not a request for proposals. Proprietary data in the response will be protected where so designated. Closing date for submission of responses is close of business 26 July 2002. Acknowledgment of receipt will not be made nor will telephone inquiries be honored. Responses received in reply to this notice shall, in part, be used to make a determination of the level of competition for the resulting RFP (i.e.: full and open competition, SB set-aside, 8(a) set-aside, etc.). All respondents should indicate their company size status and the extent for which they can include SB, SDB, or 8(a) participation in any potential resulting procurement. Partnering between small and large businesses is encouraged.
