Description

The Southwest Division, Naval Facilities Engineering Command intends to award a contract, on a sole source basis, in accordance with Simplified Acquisition Procedures the aggregate amount of which will not exceed $100,000.00 to Patrica Brown (dba Brown Berry Biological, Bishops, California. The purpose of this acquisition is to obtain Implementation of a Bat Management Plan at Naval Base Ventura County, Point Mugu, (NBVCPM) California. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation, Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency?s requirements. Successful completion of this contract is dependent upon access to relevant data, experience monitoring bats at NBVCPU, possession of current permit to trap this species of bat, and knowledge of the management plan only available to Patricia Brown. It is the Government?s position that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and/or unacceptable delays in fulfilling the agency?s requirement. Therefore, no other offers will be accepted. The contract duration is approximately 3 years.
