- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 948457 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This is not a set-aside acquisition. The North American Industry Classification System Code is 811212 and the small business size standard is $21.0 million. The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with Bell and Howell Mail and Messaging Technologies for the maintenance of two Mailstar 776 semi-automated mailing systems for the period October 1, 2002 through September 30, 2003, with four one-year option periods. CLIN 0001: Monthly Maintenance of Mailstar 776, Serial Number 43-342, for Fiscal Year 2003; CLIN 0002: Monthly Maintenance of Mailstar 776, Serial Number 46-8240, for Fiscal Year 2003; CLIN 0003: Monthly Maintenance of Mailstar 776, Serial Number 43-342, for Option Year 1 (Fiscal Year 2004); CLIN 0004: Monthly Maintenance of Mailstar 776, Serial Number 46-8240, for Option Year 1 (Fiscal Year 2004); CLIN 0005: Monthly Maintenance of Mailstar 776, Serial Number 43-342, for Option Year 2 (Fiscal Year 2005); CLIN 0006: Monthly Maintenance of Mailstar 776, Serial Number 46-8240, for Option Year 2 (Fiscal Year 2005); CLIN 0007: Monthly Maintenance of Mailstar 776, Serial Number 43-342, for Option Year 3 (Fiscal Year 2006); CLIN 0008: Monthly Maintenance of Mailstar 776, Serial Number 46-8240, for Option Year 3 (Fiscal Year 2005); CLIN 0009: Monthly Maintenance of Mailstar 776, Serial Number 43-342, for Option Year 4 (Fiscal Year 2007); CLIN 0010: Monthly Maintenance of Mailstar 776, Serial Number 46-8240, for Option Year 4 (Fiscal Year 2007). The Preventative Maintenance Program to be supplied shall be in accordance with Bell and Howell's commercial Master Equipment Service and Software Support Agreement and Schedule terms and conditions and any agreed to modifications. The services shall include full coverage, six inspections per year; the necessary parts availability to supply the FBI's needs; specialized software unique to covered equipment; assistance from factory engineers and software technicians; regional technical analysis, when necessary; 24 hours-per-day, 7 days per week services; and a training program for new operators. The Principal Period of Maintenance shall be 8:30 a.m. to 5:00 p.m., Monday through Friday. Services shall be supplied in accordance with Section 508 of the Rehabilitation Act. Contractor personnel will be required to obtain security clearance and access at the level deemed appropriate by the FBI. Services shall be invoiced monthly in arrears of the month service is provided. Services shall be provided at the FBI, Criminal Justice Information Services Division, Service Center, 1000 Custer Hollow Road, Clarksburg, WV 26306, and shall be provided F.O.B. Destination. The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation--Commercial Items, applies to this acquisition. ADDENDUM TO FAR 52.212-2: Paragraph (a) The following factors shall be used to evaluate offers: technical capability to meet the Government's requirements, price, and past performance. The factors are listed in the descending order of importance from most important to least important. Technical and past performance, when combined, are equal to price. In order to evaluate past performance, offerors shall submit the names and telephone numbers of at least three customers, Government and/or commercial, for the same or similar services within the last three years. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, with the offer. Offers received without a completed copy of FAR 52.212-3 will not receive any further consideration. The clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. ADDENDUM TO FAR 52.212-4: For any work performed on-site within the Clarksburg, WV, city limits, the Contractor shall be responsible for obtaining a City of Clarksburg, WV, business license to meet Business and Occupation Tax obligations.
