- On or about June 25, 2002, the United States Postal Service, Northeast Facilities Service Office, 6 Griffin Road North, Windsor, CT will issue a solicitation for the emergency roof replacement of the General Mail Facility/Vehicle Maintenance Facility, 30 Karner Road, Albany, New York, Albany County. Sealed offers are due on or before Tuesday, July 23, 2002 no later than 4:00 p.m. EST. AWARD OF THIS PROJECT IS CONTINGENT UPON FUNDING APPROVAL. Award of the project will be based on price and other factors as outlined in the solicitaiton package. In addition to a price proposal, contractors must provide evidence of having completed three (3) similar roofing system projects and have five (5) years experience as an approved/certified applicator of the roofing system as well as having references from similar sized projects (with points of contact). Completed Schedule(s) of Values must be submitted along with other specified documents to complete the proposal package. There will be a preproposal meeting held for this project on iste (30 Karner Road, Albany, New York) beginning at 10:00 a.m. on Tuesday, July 16, 2002. THERE WILL BE NO PUBLIC OPENING OF THE PROPOSALS AND THE RESULTS OF THE ADVERTISEMENT WILL NOT BE PUBLISHED UNTIL AWARD OF THE PROJECT. DESCRIPTION OF WORK TO BE PERFORMED: Emergency roof replacement of approximately 319,000 sf roofing material, including but not limited to the P&DC facility, including the VMF building and Administration offices in a postal owned facility. The work includes, but is not limited to, providing all material, labor, tools, plant, supplies, equipment, transportation, superintendence, temporary construction of every nature and all other services and facilities necessary to complete the roof replacement. The work includes, but is not limited to, roof removal, roof replacement, flashing, HVAC removal, roof decking, site work, utilities, structural, finishes and mechanical, electrical and plumbing systems. The work consists of removing and disposing of the existing Gen-Flex PVC membrane and miscellaneous EPDM roof material, insulation, gravel stops, fashing, copings and identified rooftop units; and replacing it with new insulation and a roofing system identified in the drawings and specifications, as well as miscellaneous related roofing work. The roof replacement will be the installation of either one of three types of roofing systems; 1) a cold applied, built-up roofing (gravel surfaced); 2) a modified bitumen roofing (granule surfaced); or 3) a mechanically attached PVC roofing system. The full and complete scope of this project can be found in the plans and specifications prepared by Ewing Associates, Inc., 515 Converse Street, Longmeadow, MA 01106-1771. The estimated cost of construction is between $1,560,000.00 and $1,850,000.00 with construction completion 120 calendar days after receipt of the Notice to Proceed. Offerors may submit proposals for one or more of the roofing systems specified. Proposal documents and specifications may be purchased for $100.00 per set (non refundable) from the Northeast Facilities Service, 6 Griffin Road North, Windsor, CT 06006-0300. Make certified check or money order payable to the Disbursing Officer, U. S. Postal Service. Cash will not be accepted. Charge includes the cost of mailing. Specifications may be inspected at the issuing office. 7/19/02 A01 has been issued to all planholders. Construction performance time has been changed from 120 days to 100 days.
