- SYNOPSIS: Land Mobile Radios (LMR) Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Reference number F9ABCG21690300 is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-15. This is a full and open requirement. The NAICS code is 513322. This Maintenance Agreement is for the period of 01 Oct 2002 through 30 Sep2003, plus two option years. STATEMENT OF WORK 1.Non-personal Service: Contractor shall provide all personnel, equipment, transportation, tools, materials, supervision, and other items and services necessary to perform the maintenance and repair of Government owned Motorola trunked Land Mobile Radio (LMR) at the 400 MHz range for Lackland AFB, TX in accordance with the manufacturer specifications, to include original equipment manufactured parts, and labor. The following response and repair times must be adhered to: PRIORITY REPAIR TIME 1 Emergency Response Repair within 72hrs or less, for Command Post 2 Repaired within 3 ? 5 calendar days from time of pick up to delivery and return Note: Priority 1 equipment will be fixed equipment and Priority 2 will be portables and all others. 2. Contractor will ensure that radios designated as having Intrinsically Safe (IS) features are repaired and/or maintained in accordance with the International Standard Organization 9002 (ISO9002) standard. Contractor must provide proof that ISO9002 compliance, certification, and or accreditation is used and maintained. Each Intrinsically Safe Land Mobile Radio (ISLMR) unit requires an annual IS check. 3. Contractor must be properly trained to provide maintenance on radios designated as having encryption modules i.e. Data Encryption Standard (DES). Contractor should hold NSA Certification to handle COMSEC equipment should the need arise due to ?Homeland Defense? mission requirements. 4. Contractor will provide transportation to included pick-up and delivery of radio(s) to and from the Personal Wireless Communication System (PWCS) work center (bldg 1050). 5. Contractor will provide maintenance coverage of batteries and antennas. 6. Contractor will provide disposal of excess Nickel Cadmium (NiCad) batteries specific to the use of the radios mentioned in this contract. Disposal will include shipping cost of batteries. Contractor will ensure and assume all responsibility for disposal of battery material in accordance with federal, state, and local laws wherever batteries are disposed. 7. Contractor must provide a monthly price for the period of 01 Oct 02 ? 30 Sep 03 plus monthly pricing for the periods of 01 Oct 03 ? 30 Sep 04 and 01 Oct 04 ? 30- Sep 05. 8.
