Description
17(i). This is a combined synopsis/solicitation in accordance with the format in FAR Subpart 12.6, and FAR 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 17(ii). The solicitation number USZA92-02-Q-0026 is issued as a Request for Quotation (RFQ). 17(iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. 17(iv) This procurement is unrestricted. All responses from responsible sources will be fully considered. 17(v). This action is to provide pick up and destruction of office grade paper (sensitive) waste. The period of performance is 1 Oct 2002 through 30 September 2003. 17(vi) 1. The contractor shall provide all personnel, equipment, tools materials, supervision and other items and services necessary to perform the pick-up, and destruction of the paper waste. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station (PCS) change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. Their absence at any time shall not constitute an excuse for nonperformance under this contract. The Government has the right to restrict the employment under the contract of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. 2. Collection: Collect the Government furnished locked containers from the specified locations (see below) once per week and replace with empty containers. The contractor assumes responsibility for waste and containers after collection when en route and at destruction facility. 3. TRANSPORT: The contractor shall provide all required transportation assets to transport locked containers to and from Fort Bragg and the contractor's destruction facility. The contractor will use all reasonable precautions to safeguard waste and containers while in transit, ensuring that containers remain locked at all times and that access to the containers is limited to only authorized personnel. 4. DESTRUCTION: The contractor shall destroy all paper waste in accordance with commercial industry standards for sensitive waste. The contractor will ensure that the contents of containers will not be disclosed or made available to unauthorized personnel. All waste materials will be co-mingled with similar type waste from other agencies during destruction process. The contractor is authorized to screen collected waste materials for articles which are unable to go through the destruction process (e.g. three ring binders, computer diskettes, large binder clips). 5. ON-SITE INSPECTIONS: The contractor shall consent to unannounced on-site inspections of the destruction facility, destruction process, pick-up and transport process, and general security procedures by USASOC and USAJFKSWCS security personnel. A roster of personnel authorized to conduct inspections will be provided and updated as required. 6. PICK-UP: There are 67 containers to be picked up at 22 separate buildings on Fort Bragg. The exact locations will be provided on the resulting order. 17(viii). FAR provisions and/or clauses referenced may be obtained from the following site: http://farsite.hill.af.mil. Solicitation Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000) hereby incorporated by reference. 17(ix). Solicitation Provision FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) is hereby incorporated, the evaluation factors are technical, past performance, and price. 17(x). Contractors are reminded to submit a completed copy of the provision at 52.212-3 Alt 1, Offeror Representations and Certifications-Commercial Items (Jul 02) with their quote. 17(xi). Clause 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 02) is hereby incorporated by reference. 17(xii). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 02) is hereby incorporated by reference, as well as the following clauses cited in the clause which apply to this solicitation, 52.222-0026, Equal Opportunity (E.O. 11246), 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212), 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793), 52.222-37, Employment Reports on special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), 52.222-41, Service Contract Act of 1965, As amended (41 U.S.C. 351, et seq.), 52.222-42, Statement of Equivalent Rates for Federal Hires (29 U.S.C 206 and 41 U.S.C. 351, et seq). 17(xiii). Additionally, the following clauses are applicable to this solicitation, 252.212-7001, Contract Terms and conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 52.204-7004, Required Central Contractor Registration. 17(xiv). The Defense priorities and Allocations Systems (DPAS) assigned rating for this procurement is unrated. 17(xv). NA. 17(xvi).
