Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation reference number F22608-02-T0032, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The associated North American Industry Classification System (NAICS) for this procurement is 562910 and the small business size is $12.0 Million per year. This is advertised as 100% small business set-aside. Non-Personal Service to provide the following: All supervision, personnel, equipment, transportation and material and all other items necessary to perform inspection, sampling and testing of various building for asbestos at Columbus AFB. Contractor must quote on complete requirement as stated in the Statement of Work (SOW). FOB: Destination for delivery is Columbus AFB, MS. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All offers should be faxed to the attention of John Schopper, Contracting Officer, at 662-434-3049. Oral quotes will not be accepted. The due date for all quotes is 23 September 2002 by 4:00 p.m. CDT. STATEMENT OF WORK: Inspection, sampling, and testing of ALL suspected asbestos containing materials in and on specified buildings, approximately 999,610 square feet or 112 separate buildings. Most buildings will be occupied during normal duty hours. Destructive testing is required in this contract. The contractor is required to repair sampled area to appearance prior to sample taken. Work under this contract will include a complete analysis of sampled materials and administrative update of the ADAM software database. Government shall provide copy of Auto CADD floor plans for each building sampled and provide copy of existing ADAM database for each building sampled. Access to Site: Site access will be during normal work hours (0730 ? 1615 hours; Monday ? Friday; except holidays), except for buildings 216, 230, 236 and 878. These buildings must be inspected and sampled during non-duty hours. Work shall be scheduled to accommodate owner occupancy. The contractor is responsible for compliance with all federal, state and local environmental laws and regulations. CONTRACTOR?S SERVICES INCLUDE: Review the existing Asbestos and Lead-based Paint Management Software (ADAM) asbestos inspection reports for the specified buildings. Visually inspect specified buildings to verify initial findings and identify any suspect materials that were previously assumed or unidentified. Collect bulk samples of materials suspected to contain asbestos and forward them to an accredited laboratory for analysis by Polarized Light Microscopy (PLM). Update existing ADAM program data with current documentation and findings. All work will be performed per applicable regulations governing such work and by personnel certified in the State of Mississippi. Contractor shall submit state certification with their price quote. Period of Performance is six weeks after receipt of award. Data processing input into the ADAM program will be completed following site inspections. Note that 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall complete and present with their offers FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (July 2002). In addition the clause at 52.212-5; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation. Specifically, the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; Far 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.232.33 Payment by Electronic Funds Transfer- Central Contractor Registration, FAR 52.222-41 Service Contract Act if 1965, as amended.
