- NA This is Amendment 0001 to previous combined synopsis/solicitation for commercial items that posted in Federal Business Opportunities on 28 August 2002. The closing date and time for this solicitation has been extended from 9:00 AM MST, 16 September 2002 to 9:00 AM MST, 23 September 2002. The purpose of this amendment is to make the following changes: 1.) Delete the original specification in its entirety and incorporate a revised specification, which is available at www.yuma.army.mil/contracting; 2.) Delet e all Contract Line Item Numbers (CLINS) in their entirety and add CLIN 0001 ?Electro-mechanical Outdoor Warning Siren System in accordance with the specifications.? Offerors shall propose the complete system as one CLIN only; 3.) Change FAR 52.212-4, Con tract Terms and Conditions-Commercial Items, paragraph (o) Warranty addendum as follows: The seller must warrant the electromechanical siren equipment from the date of installation for a period of not less than two (2) years for defects in electrical compo nents, and mechanical components when adequately maintained in accordance with instructions. Parts will be removed by site personnel and shipped to contractor for repair. Contractor response time for repair or replacement of parts is 10 calendar days fro m the date the contractor receives the parts from the Government. Offerors shall also provide alternate pricing for two (2) year unlimited on-site warranty service; 4.) Answer the following questions/comments submitted in response to the site visit held 0 5 September 2002. Q1: After reviewing the distances that the sirens will need to cover, our professional opinion is that (1) one type of siren (spl rating specified) may not be the ideal siren for each of the locations and we are requesting that alternate proposals be considered. A1: Alternate proposals will be considered. Q2: Minimum rating of 127 dB(C) + 1dB(C). Do you want a siren with a minimum of 128 SPL rating? A2: Minimum Rating: The rating was set at 127 + 1dB, giving contractors a range fro m 126dB to 128dB. Q3: Will you consider alternate proposals based on the professional experience of other companies if they propose using a siren that may have a different rating than the 128 dB sirens? A3: Warning sirens must have a coverage area of 1 mile or greater radius. Q4: Minimum of (2) signals-Do you want a system that allows for canceling an active signal? A4: Yes. Q5: UL Approved. UL does not approve equipment, they either list it or they don?t list it. A5: The specification has been cha nged to read UL listed. Q6: Enclosures housing NEMA equipment shall comply with NEMA type enclosures. Does this include the computer equipment and encoder that will be housed in the dispatch center? A6: No. Q7: The DTMF format shall be used for this pu rpose. Specifications specifically call for a secure FSK format, not DTMF, thus should be removed. A7: The FSK format is for security coding and the DTMF format is for operational control. Q8: Sensor Inputs. Please define requested status requirements for Pressure as relates to specified siren equipment. A8: This requirement has been deleted. Q9: Recommend the proposed system be easy to use with simple push buttons limited to the activation and monitoring requirements of the system. A9: This is a cceptable. Q10: 4-Line backlit LCD control with 18 programmable buttons. Please designate what each button will be used for? A10: This requirement has been deleted from the specification. Q11: 20 Hot Keys. Please designate what each hot key will be used for? A11: The quantity of 20 has been deleted from the Specifications. Q12: 16 Map Views. Please define what map views are requested? A12: This requirement has been deleted from the specification. Q13: Request removal of ISO 9000 certificati on requirement. A13: The requirement for ISO 9000 certification has been deleted from the specifications. Q14: Define the warranty requirements. A14: Plea se refer to changes made to addendum to FAR clause 52.212-4, paragraph (o) Warranty, in paragraph 3 of this amendment. Q15: Does the TWSC expect to have travel charges included in the warranty period? A15: Please refer to changes made to addendum to FA R clause 52.212-4, paragraph (o) Warranty, in paragraph 3 of this amendment. Q16: What is the requested service response time after equipment failure? A16: Please refer to changes made to addendum to FAR clause 52.212-4, paragraph (o) Warranty, in para graph 3 of this amendment. Q17: Please define type of training required-Operator, Administration, Service and Maintenance? A17: Training for operators and maintenance personnel. Q18: Who is responsible for providing the radio at the base station to t ransmit the activation and monitoring codes? A18: The contractor is responsible for providing the radio. This is to be a turnkey operation. Q19: What is the required delivery or project completion date? A19: 90 days from the date of contract award. Q20: Will the facility provide a staging area to receive the equipment and keep it during construction? A20: Yes. Q21: Recommend adding a CLIN number for a DC Control System. A21: Individual CLINS have been deleted from the solicitation. The solic itation now includes only one CLIN. For this CLIN, contractors are required to submit a proposal for 1 complete Outdoor Warning Siren System IAW the revised Specifications. Everything required to provide and install a complete, functional, turnkey system shall be included in the price proposal under CLIN 0001. In addition, Offerors shall also provide alternate pricing for two (2) year unlimited on-site warranty service. Q22: Recommend adding recommended spare parts list (Bill of Materials and Pricing). A22: Under the revised Specification, Offerors are required to submit a Spare Parts List (including prices) with their proposals. Q23: Recommend removing requirement for battery blankets. A23: This requirement has been deleted from the specification s. Q24: Printer requirements for encoder are for outdated equipment when an encoder is used without software and host PC. Printing should be done from the host PC-not the encoder. A24: See the revised specifications. Q25: During the site survey, the customer indicated that they did not wish to put up new telephone poles IAW initial RFQ instructions; instead, they wish to use existing RF Tower structures and existing base cable infrastructure. Contractor requests site drawings to verify existing cond itions, and to develop new siren platform installations on existing towers. Contractor asks if CLINs can be adjusted to reflect new requirements from customer, including new platform installations and fiber-optic/RS-232 adaptor interface units to siren con troller units. A25: The new requirements are reflected in the revised Specifications. Ground mounting is available for power and control units. Tower drawings for Towers 3659 and 2105 will be made available and posted to the website www.yuma.army.mil/con tracting on or about 16 September 2002. Drawings for the LAAF Operations tower and Bldg. 204 are not available. CLINS have been adjusted. The solicitation now only consists of one CLIN. For this CLIN, contractors are required to submit a proposal for 1 Complete Outdoor Warning Siren System IAW the revised Specifications. Everything required to provide and install a complete, functional, turnkey system shall be included in the price proposal under CLIN 0001. Q26: In lieu of customer providing structur al and site drawings, contractor asks if an addendum can be provided to initial RFQ to include a structural engineer and CAD drafter to develop platform requirements and drawings, and to add requirements for welders and platform fabrication to bid. A26: Please see answer to question 25. Q27: Contractor wishes to verify the following services will be provided by the site customer during the installation proces s: a.) Crane and bucket service to lift and support platform and equipment installation; b.) Sufficient dedicated electrical services and fiber-optic connections to remote stations for installation and hook-up of equipment on site; c.) Sufficient dedicated electrical services and fiber-optic connections to central office location for installation and hook-up of equipment on site. A27: All services mentioned in a.), b.), and c.) will be provided with the exception of Remote Site 1 of which fiber optic is n ot available and transmission can be made on hardwire or radio signal only. Q28: Contractor requires distance measurements between CCTS and furthest remote station to determine dB required for RF signal receivers and transmitters, and what range of dedic ated frequencies are to be used in transmission, so that an antenna type can be determined. A28: The furthest remote station is 8 miles. Radio frequency will be Military Band, 138-150 MHz or 162 to 174 MHz. Q29: Contractor asks if blockage survey has been conducted on existing tower antenna arrays, and if so, may the contractor have access to this information to determine positions of siren systems on the tower. If not, Contractor requests addendum to provide for tower antenna blockage surveys on for each remote installation. A29: No blockage survey has been conducted. Contractors must include everything required to provide and install a complete, functional, turnkey system in their price proposal under CLIN 0001. Q30: Contractor requires informat ion on any HERO (Hazards of Electromagnetic Radiation to personnel, Ordnance, and volatile materials) frequency restrictions prior to installation of any RF transmission/receiver equipment on remote siren sites. A30: Information on HERO Restrictions is a vailable in DA PAM 385-64 Ammunition and Explosives Safety Standards, Table 6-3. DA PAM 385-64 may be accessed at http://www.dac.army.mil/es/documents/p385_64.pdf. Table 6-3 is available on pg. 125 of 303; 5.) Please note that for, Remote Site 1 ? Main A dministrative Area, the location for installation of the siren has changed from the location shown during the site visit. The location shown during the Site Visit was the Bldg. 5, Tower. The new location for Remote Site 1 is Bldg. 204 (there is no tower) . The siren is to be mounted on the building; 6.) Offerors shall acknowledge receipt and compliance with this Amendment in their proposal as submitted; 7) All other terms and conditions remain unchanged.
