- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-09. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP), FAR Subpart 13.5. The North American Industry Classification System (NAICS) code is 334111 and the small business size standard is 1,000 employees. This solicitation is being conducted under full and open competition, however all things being equal, preference will be given to U.S. small businesses. Please indicate your business status on your response. The following FAR and AIDAR provisions and clauses apply to this solicitation and are incorporated by reference. FAR 52.212-1 Instructions to Offerors_Commercial Items (Oct 2000); FAR 52.212-2 Evaluation Commercial Items (see evaluation factors below); FAR 52.212-3, Offeror Representations and Certifications_Commercial Items (July 2002); FAR 52.212-4, Contract Terms and Conditions_Commercial Items (Feb 2002); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders_Commercial Items (May 2002). The United States Agency for International Development, Regional Mission for Central Asia, in Almaty, Kazakhstan intends to purchase up to 1000 personal computers (IBM PC standard), monitors, software and uninterruptible power supplies (UPS) for schools in Uzbekistan. The following are minimum requirements: All components must be new, not refurbished, and operate on 220 volt, 50 Hz current and be fitted or supplied with European, 2 prong, grounded plugs, power cords and sockets. CLIN 001 CPU: Minitower case, Celeron or equivalent 1 GHz processor; system memory 128 MB; video memory 8 MB; hard drive 20 GB; CD Rom; 3.5, 1.44 FDD; sound support and speakers; 10_100 network interface card; modem; Cyrillic keyboard; mouse; cables. CLIN 002 Monitor: 17 inch, color. CLIN 003 Operating system: Windows XP Home Edition, Russian language. CLIN 004 Microsoft Office XP Standard, Russian language. CLIN 005 UPS 350VA, two European 2-prong grounded sockets and power cord. Quote must provide unit price based on quantity of 1000 and minimum quantity required for that unit price; brand and model names and technical descriptions; manufacturer part or catalog number; full text of warranty, including explicit statement of applicability in Uzbekistan; name, address, telephone and e-mail contact of warranty-service provider in Uzbekistan. Price for each item is FOB American Embassy, Tashkent, Uzbekistan. Delivery December 1, 2002. Order will be placed on or before September 30, 2002. The Government intends to evaluate offers and award a contract without discussions. Therefore the initial offer must contain and meet all the Government specifications and requirements. The Government reserves the right to conduct discussions if the Contracting Officer later determines discussions are necessary. The Government may reject any or all offers and waive informalities and minor irregularities in offers received. The award decision will be based upon, in descending order of importance, price, specifications, and past performance. The Government's preference is to award one contract for all items. However, the Government may determine it is more advantageous to place separate orders for line items where there is a significant cost savings available on one or more items. Quotations are due at 10 AM, Almaty time on September 24, 2002. They must be addressed to the Contracting Officer, USAID/CAR, 41 Kazybek Bi Street, Almaty, Kazakhstan.
