Description

The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to Knowledge Access & Services International, Gaithersburg, MD, under the authoroty of FAR 13.106-1(b) Simplified Acquisition Procedures. The objective of this requirement is to provide planning for the 35th Meeting of the US-Japan Joint Panel on Wind and Seismic Effects in support of the NIST Secretariat. Task A includes: plan, host, and develop highlights and action items for the 1st and 2nd US Domestic Panel Meetings at NIST September and December 2002 respectively; administrative support; coordinate planning of US Task Committee Workshops and Meetings; coordinate other agency financial support to maintain the US Panel on Wind and Seismic Effects; plan, with the Japan, the technical program for the 35th Meeting and the technical site visits to Japanese laboratories and construction sites; identify US authors for the approximately 16-20 US technical papers for the 35th Joint Meeting and coordinate the delegation's technical contributions in creating the agenda; provide authors with guidelines and a template for preparing Panel Manuscripts; assure all NIST authored manuscripts are WERB reviewed and approved; identify the US delegation to participate in the 35th Joint Meeting; Prepare US Panel Directory of one-page US Member Biographical Sketches. Assemble Directory and coordinate with the Japan develop US Task Committee Reports, working with the US TC Chairs, for discussion during the 35th Joint Panel Meeting; and prepare US contribution to the Japan publishing of the 35th Joint Panel Meeting Proceedings, Wind and Seismic Effects. Task B includes: making final arrangements for US delegation involvement in the 35th Joint Panel Meeting. This Activity involves: Participate in 35th Joint Panel Meeting; coordinate the US-side participation in the 35th Joint Panel Meeting; perform last minute details involved in preparation of the Panel Meeting and the subsequent technical site visits; modify, as needed, the US manuscripts after the Panel Meeting for publication in the Proceedings; develop technical highlights of the Panel Meeting including technical site visits; and distribute copies of the printed 35th Panel Proceedings, Wind and Seismic Effects, to US Panel members after receipt of the publication. Mr. Noel Raufaste, President of Knowledge Access and Services International, is uniquely qualified to provide this service as he formerly served as the Secretary-General for the UJNR Panel. The period of performance will be from data of award through June 30, 2003. The anticipated award date of this purchase order is on or about 4 days from the date of theis notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to this requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
