Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Administrative Support Center (CASC), intends to enter into a sole-source agreement with Dynamac Corporation of Rockville, MD for extensive research on deep-water grouper species, including Speckled Hind, Warsaw Grouper and Jewfish. Several research cruises will conducted to locate, tag, and study these animals. This will require the use of ROVs, submarine and sophisticated acoustic devices to learn about the biology and ecology of these fish. This work requires expertise in acoustic telemetry, grouper ecology and biology and marine application of sophisticated technological tools. The intended procurement is a follow on to previous research work provided by Dynamac Corporation. The performance period for this work is from October 1, 2002 through September 30, 2003 with an option period of October 1, 2003 through September 30, 2004. The Government intends to enter into this agreement under the authority of FAR 6.302.1. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit proposals based on receipt of affirmative responses to this notice or issue an order to Dynamac Corporation, whichever is determined to be most advantageous to the Government, without further notice. Interested parties capable of providing like services with the same capabilities should send a brief statement to the Contracting Officer documenting the name of the firm, address, telephone number, point of contact and their capability to meet this requirement and list of similar research. Information may be faxed to (816) 426-7530. Failure to provide the required information will deem your request, non-responsive. The Contracting Officer will make a determination, based on information received, if it is in the Governments best interest to issue a solicitation. The NAICS code is 541710. The small business standard is 500 employees. This is not a small business set-aside. The research will be purchased under the guidelines of FAR, Part 13, Simplified Acquisition procedures.
