- The Department of Education intends to contract with Charol Shakeshaft to prepare a literature review on the sexual abuse of students in schools. The literature review will assist the Department in responding to the requirements of Section 5414 of the No Child Left Behind Act of 2002, which calls for the Department to conduct a study of national significance on this topic. Charol Shakeshaft is a nationally recognized expert on this topic and is the author of a forthcoming book on the subject, which will include findings from her own research. She therefore possesses unique information and experience relevant to this task. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the posted response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
