- The Department of Education intends to contract with Mark Lipsey of Vanderbilt University to prepare a critical review of the literature on the effects of exposure to violent entertainment on children's cognitive development and educational achievement. The literature review will assist the Department in responding to the requirements of Section 5414 of the No Child Left Behind Act of 2002, which calls for the Department to conduct a study of national significance on this topic. Mark Lipsey is a nationally recognized expert on meta-analysis and the critical review of scientific literature. He is thus highly qualified to address the issue of the quality of existing literature on this topic and the extent to which there is sufficient evidence to establish a link between exposure to violent entertainment and effects on children. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the posted response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
