Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is F09650-02-Q-0177. This solicitation is issued as a request for quotation (RFQ). The solicitation document, incorporated provisions and clauses are in effect through Federal Acquisition Circular 201-09. The North American Industry Classification System (NAICS) Code is 541330 and the small business size is $23M. This requirement is for 2610 hours. The solicitation contains CLIN 0001 for Advisory and Assistance Service (A&AS) for one individual (General Engineer required to provide logistics and technical support services to the C-5 System Program Office (SPO) as required to achieve Operational Safety, Suitability, and Effectiveness (OSS&E) Certification levels 1 through 6. CLIN 0002 is for Travel(reimburseable). CLIN 0003 is for DATA. Offerors shall propose an hourly rate for CLIN 0001 and a lot price for CLIN 0003. This requirement is set aside for small businesses. The period of performance will begin 01 Oct 02 through 30 April 04. Clause 52.212-1, Instructions to Offeror - Commercial Items applies to this acquisition and the addenda (Performance Work Statement or PWS) that may be accessed at http://pkec.robins.af.mil/pr/mssc/mssc.htm under Contracting with Individuals for Manpower Support, Solicitation F09650-02-Q-0177. INDIVIDUALS WHO HAVE PREVIOUSLY SUBMITTED PROPOSALS UNDER THE CONTRACTING WITH INDIVIDUALS PROGRAM NEED TO CONFIRM THEIR PREVIOUSLY SUBMITTED PROPOSAL. PREVIOUSLY SUBMITTED PROPOSALS MAY BE REVISED OR UPDATED. This requirement requires the service of one individual equivalent o a GS-801/12 General Engineer in support of OSS&E. Evaluation of offerors will be made on a best value basis. Evaluation factors, in descending order of importance, are experience, past performance, price, education and general considerations. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items applies. The following clauses are incorporate by reference: FAR 52.212-1, 52.212-3, and 52.212-4. The following DFARS clause, 252.225-7001, Defense Priorities and Allocations Systems, applies (D0C9). The proposed contract is 100% set aside for small business concerns.
