Description
The General Services Administration (GSA) intends to procure basic architectural and engineering services for a Construction Management (CM) professional services contract covering the states of Tennessee, Georgia, Mississippi and Alabama. These CM services may include (1) Design Phase Services (design review, cost estimating, schedule reviews, cost control); (2) Procurement Phase Services (provide procurement schedule, assist with pre-bid conference, site-visits, amendments and bid evaluation); (3) Construction Phase Services (inspections to assure contract compliance, daily logs, progress reports, progress payments, write and negotiate change proposals on behalf of the Government); (4) Post Construction Phase Services; and, (5) other related services as required. Typical projects include building alterations and repair for tenant agencies and replacing/adding building system components. The majority of the projects will have estimated construction costs not to exceed prospectus level of $2.1 million. Multiple contracts may be awarded for each state. The initial term of the contract is one (1) year. However, at the option of the Government and if the CM contractor?s performance is satisfactory, the contract may be extended for up to two additional one-year periods. The minimum ordering limitation to be awarded in the initial year and for each option that may be awarded is $5,000. The maximum ordering limitation payable in the initial year and for each option that may be awarded is $500,000. The successful CM contractor, including its subsidiaries and affiliates, shall not be eligible for award of a contract for A-E or construction services for projects managed under this contract, nor serve as a subcontractor or consultant to any A-E or construction contractor for these projects. The Brooks Act applies to this acquisition and it will be restricted to small businesses. Small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns are encouraged to participate as prime contractors, or as members of joint ventures. Joint venture arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality service. The small business size standard for the procurement (NAICS 541330), in accordance with FAR 19.1, is average ?annual receipts? of $4 million. The selection process to be utilized will be source selection procedures in accordance with FAR 15.3. The following criteria represent the factors that will be used by GSA?s Source Selection Evaluation Board (SSEB) in selecting a competitive range of firms. These same factors will be used by the SSEB for the second stage of the source selection process. Price will also be evaluated in the second stage. During Stage 1, the evaluation criteria will be: 1. Experience of the firm as a prime construction manager of a specific type of project. 2. Experience and professional qualifications of the firm?s staff/key personnel to be assigned to the project. 3. Location of the main office of the proposing firm and its consultants Qualified firms with an interest in being considered for a contract for architectural and engineering services for Construction Management (CM) services must provide Stage 1 submission?s that clearly address the rating factors identified above. Cost proposals are not required with the Stage 1 submission. Potential offeror?s having the capabilities to perform the services described herein are invited to respond by submitting three (3) copies of a Stage 1 proposal. Fax copies will not be accepted. The SF 254, Architect-Engineer and Related Services Questionnaire is required and competent firms should only reference their experience as a Construction Manager. Also, the SF 254 must be current (reflecting a date of not more than one year old from the month of this notice). A competitive range of the most highly qualified firms will then be selected. Those firms will be notified and asked to provide additional technical information and cost proposals under Stage II. Stage 1 submittals are to be received not later than 3:00 p.m. est. on October 17, 2002. Only technical submittals should be submitted. All submittals must clearly indicate the solicitation number on the face of the envelope. Late submittals will be handled in accordance with FAR 52.215-10. A follow-up listing of firms to be interviewed will be placed in this publication.
