Description

The Department of Commerce/NOAA/Office of Global Programs intends to negotiation on a non-completive basis with the University of California at Berkeley for the Workshop to Develop a Strategy for Data Assimilation for the Carbon Cycle. A 2.5 day workshop proposes to bring together the atmospheric, oceanographic and terrestrial data assimilation community with carbon cycle observers and modelers to address a problem of mutual interest for approximately 40 participants. The workshop will focus on: the "analyzed carbon products: that would be useful for understanding the contemporary carbon cycle, the methods that can be brought to bear for producing the "analyzed carbon products," and the research needed to put the carbon observations into a synoptic framework consistent with the atmospheric and oceanographic conditions. A white paper charting the roadmap for organizing and prioritizing research will be produced. Award will be processed under the Simplified Acquisition Procedure. All offerors capable of satisfying this requirement are invited to submit proposal information as to their capabilities by the required due date, September 25, 2002
