PLACE OF PERFORMANCE: Mexico, Mexico City 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: Under the Homeland Security Budget Supplemental, the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), will manage and fund bilateral border security projects with the Mexican government. These projects will be administered by the Narcotics Affairs Section of the U.S. Embassy in Mexico. PURPOSE: The contractor shall assist NAS management in determining and validating requirements, implementing, and monitoring progress on specified border security projects as well as reporting on border security, counterterrorism and other law enforcement issues, as directed. II. Scope of Work: The Contractor shall: (1) Provide strategic planning and process development on all phases of Border Security projects--project execution from study period and development, through acquisition, and implementation including planning, scheduling, budgeting, monitoring, and coordination between vendors and centractors as well as liaison with GOM officials, including resofution of . requirements conflicts and other issues. (2) Act as NAS's liaison with other USG agencies involved in the Border Security projects (e.g. U.S. Customs, INS, etc.) (3) Provide advice and assistance on other law enforcement/border security projects, as necessary. (4) Provide technical review and recommendations for NAS's law enforcement/border security technical infrastructure projects. (5) Provide advice and assistance in preparation of documentation for procurement of systems and equipment including drafting of requests for source-origin waivers, sole-source justifications, bid solicitations, scopes of work, and delivery and acceptance of systems and equipment procured. (6) Draft and provide advice and assistance in the preparation of reports, including to the U.S. Congress, INL, Office of Homeland Security or other, as directed. (7) Attend Embassy general and law enforcement meetings and national and international conferences and seminars as directed by the NAS Director, reporting on discussions, activities, and/or decisions. (8) Provide advice and assistance in end-use monitoring (EUM) of USG-supplied commodities and in preparation of the annual EUM report (Phases I and II). (9) Provide advice and assistance in the formulation ofNAS contribution to Mission Program Plan. (10) Participate in VIP visits, as well as escorting and arranging appropriate itineraries for other official travelers, as directed. (11) Brief State Department, Congressional and other visiting officials and Embassy staff on the role of the NAS and status of U.S.-Mexico border security projects as well as GOM law enforcement/border security efforts, as directed. III. Desired Qualifications: (1) U.S. citizen, subject to State Department security clearances (Top Secret level). (2) Minimum ofa Bachelor's Degree from an accredited educational institution. A master's degree in criminology, project management, information technology, or related field is desirable. (3) Twenty years of combined relevant experience, in the areas of law enforcement/counter-terrorism/border security and program management. Significant expertise in the areas of computers, software, and telecommunications is required. (4) Strong interpersonal and communications skills, and extensive experience in liaison work, dealing with host government in multicultural environment. Previous overseas experience, specifically working with host governments in Latin America is highly desirable. (5) Demonstrated experience in project management and administration of program resources. Customer oriented and proven ability to analyze and determine true requirements. Experience as Contracting Officer's Representative (COTR) is highly desirable. (6) Fluency in written and spoken Spanish; minimum 3/3 level, professional level would be highly desirable. (7) Physically qualified to live in Mexico City (altitude 7,400 feet) and to travel frequently within Mexico. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated according to their educational background and experience as well as communications, interpersonal and language skills. Qualified candidates may be interviewed, in person or by phone, but a decision my be made without and interview. References will be checked. V. Compensation: Compensation for the position will be negotiated as follows: level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. V. AS A MATTER OF POLICY, AND AS APPROPRIATE UNLESS THE PSC IS A RESIDENT-HIRE, A PSC IS NORMALLY AUTHORIZED THE FOLLOWING BENEFITS: 1.
