Description
Description: This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation (F26600-02-Q-B058) is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation 12 and 13. This acquisition is available for full and open competition. The North American Industry Classification Code System (NAICS) code for this solicitation is 339113. The Standard Industry Classification (SIC) code is 3842. The item description is as follows: Contractor shall provide all labor, tools, parts, materials, and transportation to Nellis Air Force Base to furnish the following equipment: Armor Plates, Armor Holdings Model #2013 ?OR EQUAL?, custom fit to Parcelete Vests, Model #RMV0019. Quantity of 40 ea. (10 small, 20 med, 10 med/long). The plates must meet level III standard, stop 7.62 x 51mm ammunition and weigh 3lbs or less; Soft Armor Panels, Paca Body Armor Model # ZG3A-3, level IIIA ?OR EQUAL.? Quantity of 40 sets, which shall consist of the front and back panel (10 small, 20 med, 10 med/long). The soft armor panels must fit into Paraclete Vest Model # RMV0019, weigh less than .88lbs per Sq ft., and heat sealed for water proofing; Nylon Vest with cut away or quick ditch type armor carriers and MOLLE systems pouch mounts on the front and sides, Paraclete Model # RMV0019 ?OR EQUAL.? Quantity of 40 ea. (10 small, 20 med, 10 med/long) The vest must allow for sufficient range of motion to allow climbing rope ladders, rappelling, and fast roping. The vest must come in Tan, Khaki or Desert camouflage. The vest must be adjustable to fit over cold weather Quotes submitted shall include all costs, including personnel necessary to deliver the equipment to Nellis Air Force Base. Quotations shall be firm fixed price. Award will be made to the responsible, responsive offeror who provides the best overall value to the government. Evaluation factors, in descending order of importance are price and technical ability. Offerors must include descriptive literature with their offers. Offerors failing to provide descriptive literature with their offers will be considered non-responsive. Descriptive literature submitted must list the basic specifications so that equipment can be verified and a comparison made between models offered to determine best value. Posted, as an attachment to this synopsis/solicitation is a document titled Armor Vest/Accessories RFQ, to be used for submitting offers. Multiple awards may be made based on capatibility. OFFERORS MUST FAX OR E-MAIL THEIR OFFERS BY 12:00 PM PST, 23 SEP 02. THE CONTRACTOR SHALL PROVIDE A COMPLETED COPY OF THEIR REPRESENTATIONS AND CERTIFICATIONS (FAR 52.212-3). A copy of the representations and certifications is attached to this notice. The following provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52-212-2, Evaluation for Commercial Items; and 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors who fail to submit completed Representations and Certifications may be considered non-responsive. FAR provisions 52.214-13, Telegraphic Bids; 52.214-21, Descriptive Literature; and DFARS 252.204-7004, Required Central Contractor Registration are also applicable. Lack of Registration in Central Contract Registration (CCR) shall make an offeror ineligible for award. For solicitations after 1 Jun 98, all contractors are required to be registered in CCR database to receive a DOD award or payment. In order to register, the contractor must have a DUNS number (call 1-800-333-0505) to obtain one or register via Internet at www.ccr2000.com. This takes approximately 48 hours to process; all other methods take approximately 30 days. The following clauses apply to this solicitation and resulting award: FAR 52.212-4, Contract Terms and Conditions-Commercial items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.232-33, Mandatory Information for Electronic Funds Transfer Payment; and DFARS 252.232-7009, Payment by Electronic Funds Transfer Payment.
