- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FU030922400100 and the solicitation is issued as a request for quote (RFQ). This solicitation is set aside 100% for small business. The North American Industry Classification System Code (NAICS) is 512110, and the small business size standard is $25.0 million dollars. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. Vendor must be actively registered in Central Contractor Registration. There is 0001 line item and the quantity is one (1) lump sum. The statement of work and product list are listed at Attachment 1. Scott AFB IL has a need to integrate, implement, and maintain a state of the art presentation system functionality at the 375 AW CAT, Bldg 505, Scott AFB IL, in accordance with attached statement of work. Delivery of the equipment is f.o.b. destination to Scott AFB IL. The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The FAR provision 52-212-2, Evaluation -- Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: Technical specifications, Past Performance, and Price. Award will be based on the best value to the government. If proposal is technically acceptable, past performance and price will be evaluated. However technical capability and past performance will be significantly more important than price. Offerors will provide a list of three (3) of the most relevant (like or similar) services performed for either the Federal Government or commercial customers within the last three years. Please provide recent fax and telephone numbers of past performance references, and they must be submitted along with price quote. The following additional FAR provisions and clauses do apply: FAR 52.211-6, Brand name or Equal; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be submitted with quote. The provision may be copied from website http://farsite.hill.af.mil/reghtml/far/52_000.htm. Proposals will not be considered without the completed provision. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, are incorporated by reference and will be incorporated in the purchase order by reference. FAR 52.232.33, Payment by Electronic Funds Transfer, Central Contractor Registration; 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable to Defense Acquisitions of Commercial Items. To assure timely and equitable evaluation of offers, each offeror must submit a completed copy of the Representations and Certifications, Technical Proposal (to include manufacturer?s specifications and literature), Price Proposal, and Past Performance references. Contractors are highly encouraged to attend our site visit, which will be held on Fri, 20 Sept 2002, at 9:00 o'clock. Meet at Building 50, Scott AFB, IL.
