- Description
- NASA/GSFC plans to issue a Request for Quotation (RFQ) for a Small Force Study to characterize the forces and their gradients between closely spaced (0.2 - 4.0 mm) parallel surfaces. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the item from the University of Washington. The authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c) (1), Only One Responsible Source. The University of Washington is the only organization currently qualified to perform this requirement because this task requires specialized experience in precision small-force measurements. The Center for Experimental Nuclear Physics and Astrophysics at the University of Washington has extensive experience in precision tests of gravity. Their experience with torsion pendulums is unique and directly applicable to the measurements required in this task. The University of Washington will be able to use existing equipment and facilities for this task resulting in cost savings. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 27, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. OMBUDSMAN STATEMENT REQUIRED] An Ombudsman has been appointed. See NASA Specific Note "B".
