However, the Government will make every effort to expedite the site selection. GSA representatives will be conducting site investigations in Mobile Alabama on August 14, 2001 and can be contacted on August 15, 2001 from 10:00 am - 12:00 pm, at GSA's office 201 St. Michael Street, Mobile, AL 36602. The phone number for the office is 334-441-5361. The Government reserves the right to reject any or all offers and to give consideration to sites other than those offered in response to this notice. Mr. Paul Misere is the point of contract for this acquisition. This site acquisition is being conducted pursuant to statutory authority contained in the Public Buildings Act of 1959, as amended. 40 USC 601, et. seq. Pursuant to this authority, GSA is authorized to conduct this site selection without regard to the competitive procurement procedures contained in Title III of the Federal Property and Administrative Services Act of 1949, as amended, commonly referred to as the Competition in Contracting Act. The following criteria are being used to consider offered sites, which satisfy the minimum requirements: 1). The site must be located in the defined delineated area in downtown Mobile; 2). The site must be of sufficient size as defined above; and 3). The owner must have a marketable title. General evaluation factors to be considered are: ability of the site to meet certain environmental requirements, ability of the site to comply with certain regulatory requirements; functionality of the site; ans ability to provide design excellence. Submit graphics (maximum of three pages per project) and a typewritten description (maximum of two pages per project) of up to three new construction projects completed in the last ten years. The narrative shall address the design philosophy with salient features for each project and discuss how the client's program, functional, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc., demonstrating design excellence. Where there is duplication with criteria (A), the Lead Designer will address his/her participation in the project. An A/E Evaluation Board consisting of private-sector peers, and representatives of the client and GSA will evaluate the submissions. The Board will establish a short-list of three to six firms. (A PRESUBMITTAL MEETING WILL BE HELD ON TUESDAY, OCTOBER 2, 2001, AT 1:00 P.M., LOCAL TIME, IN MOBILE, AL. AT THIS MEETING, GSA/PBS DESIGN PROFESSIONALS WILL EXPLAIN DETAILS AND ANSWER QUESTIONS ABOUT THE PROJECT AND APPLICATION PROCEDURES. (2) FOR STAGE II: The short-listed firms will be notified and asked to submit more detailed information indicating each member of the design team, including all outside consultants. The firms will be required to complete Standard Forms 254 and 255 that reflect the entire design team. The Government will establish the detailed evaluation criteria and the date these submittals are due and provide the selection criteria for the interviews along with the STAGE I short-list announcement. Sufficient time will be provided for the A/E Firm/Lead Designer to establish its team. The panel will interview each team. Candidates should be prepared to discuss all aspects of the criteria indicated above and to demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the unique aspects of the project, design philosophy, possible approaches in carrying out the project, and project management. The STAGE II evaluations will culminate with an interview with the A/E EVALUATION BOARD.
